INVITATION TO TENDER (ITT) FOR FRAMEWORK AGREEMENTS FOR SUPPLY OF GOODS, SERVICES & CONSULTANCY (2026–2028)

1. Background
   Hirshabelle State of Somalia remains firmly committed to strengthening governance
   and improving service delivery within its jurisdiction, in line with the Federal
   Government Constitution and the Hirshabelle State Constitution, as part of the broader
   national agenda for decentralization and federalization. This commitment reflects the
   State's ongoing efforts to build effective, accountable institutions capable of meeting
   the needs of its communities.
   In pursuit of this objective, and to extend quality public services to priority areas across
   the state in a timely, efficient, and cost-effective manner, Hirshabelle State of Somalia
   hereby invites eligible, qualified, and experienced suppliers, service providers, and
   consultancy firms to submit bids for the establishment of Framework Agreements
   covering the supply of goods, services, and consultancy over the period 2026–2028.
   This framework focuses on conciliation, federalism, local governance, social contract
   democritisation and political dialogue. These Framework Agreements are intended to
   streamline procurement processes, ensure value for money, and enable the State to
   respond more effectively to its evolving operational and developmental needs and will
   be effective for two years from July 2026 to June 2028.
