Job Title: VAM Officer

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)
• To lead and/or manage the generation of the VAM evidence base that supports food security and nutrition analysis and programmes
(e.g. IPC seasonal food security assessments, SMART surveys, emergency food security assessment, rapid needs assessment,
programme design, cost-effectiveness analysis, and operational efficiency).
• Lead/conduct complex food security, nutrition, markets, and resilience analysis (community-based participatory planning) and
prepare timely reports on food assessment needs in line with wider VAM policies, processes, and guidance to enable effective
decision-making.
• Lead the implementation of data driven targeting in all humanitarian life-saving food assistance programmes implemented by WFP
Somalia and provide technical expertise on assistance prioritization in consultation with the Country office VAM team.
• Provide technical GIS mapping support for event-based food security surveillance and monitoring, and mapping of risks, especially
during emergencies, natural disasters, and civil conflicts.
• In consultation with CO GIS focal, lead digitization, maintain and update CO Geo-database and Spatial Data Infrastructure (SDI) and
provide timely geo referencing information for programme operation.
• In Consultation with the head of CO VAM, participate or coordinate with partners for food security data collection, analysis, and
dissemination, particularly with the Government of Somalia FSNAU, FAO, and Food Security Cluster and work closely with partners to
strengthen data quality, accuracy and consistency to build credible performance evidence.
• Keep up to date with and advise on food assistance developments and issues and the potential impact upon WFP activities to enable
timely and appropriate programme evolution and intervention.
• Provide expert advice and support to WFP Area Office and its partners on food security and nutrition strategies, policies, programmes,
and ensure the timely and productive use of related outputs in a manner that complies with WFP standards and processes.
• Work with Identity Management, AAP, Protection, Gender and Monitoring and Evaluation functions at the Area and Country Office to
ensure effective mainstreaming in the unit’s practices, analytics and, and tools. Ensuring the significant contributions to the
programme efficiency and accountability.
• Liaise Programme Managers at the field level and CO level regularly to support analytics required on programme implementation to
the most vulnerable under each SO of the CSP.
• Support the capacity building of WFP staff, partners, and national and local government to conduct vulnerability and food security
analysis to effectively inform preparedness and response activities.
• Provide support to relevant partners focusing on food security and nutrition issues to enable sharing of experiences, lessons learned,
and best practices.
• Act in an assigned emergency response capacity as required to meet emergency food assistance needs
• Coordinate with the monitoring and evaluation activities in the Area office, including supervision of 3rd party and WFP monitoring for
all activities including nutrition, livelihoods, relief, safety nets and school feeding programmes.
• Manage market price database at the area office level by ensuring data quality, integrating new parameters (commodities, markets,
etc.) and following up the systematic trends using visualization methods such as Tableau applications or a dashboard.
• Collaborate with the CO VAM team and provide input to closely monitor the cost of essential needs and the Minimum Expenditure
Basket (MEB).
• Participate in and contribute to the field level food security cluster, referral management systems, area-based coordination and cash
working group, food security working group and Operational Information Management (OIM).
• Supervise the VAM associates, data collection staff and the field monitoring assistants, elaborate their workplans, conduct regular
capacity strengthening, coaching and performance assessment.
• Perform other duties as requested by the Area Coordinator and the Head of Programme
Education: Advanced university degree in economics, nutrition/ health, Social Sciences, statistics, agricultural economics,
business administration or international development, OR First university degree with additional years of related work
experience and/ or trainings/ courses
Experience: At least one (1) year of relevant experience with advanced University Degree OR first university degree with
minimum of three (3) years or more years of experience in development, project management, food or non-food
assistance management. Professional experience in monitoring, evaluation, capacity –building and reporting of
development/humanitarian projects would be and added advantage.
Languages: Fluency (level C) in English language and Somali Language
Knowledge and Skills Required:
• Solid understanding of nutrition in emergencies, Knowledge of social protection, safety nets and human capital development,
Strong analytical, coordination and communication skills.
