FCA Somaliland is implementing the Badbaado – Skills for Resilience and Green Economy in Somaliland Project, which aims to enhance livelihoods, improve employment opportunities, and strengthen resilience among vulnerable youth and women through market-oriented skills development. The project supports the development of green skills by promoting competency-based vocational training that responds to labor market needs and equips young people with technical, environmental, entrepreneurship, and employability skills for employment and self-employment opportunities.
As part of this project, FCA will engage an accredited TVET Centre to deliver Competency-Based Climate-Smart Agriculture and Waste Management training to sixty (60) unemployed youth in Hargeisa. The training will combine classroom-based learning, practical hands-on training, demonstration activities, field-based learning, entrepreneurship, financial literacy, Career Guidance and counselling (CGC), and environmental sustainability practices to enhance participants’ capacity to access employment opportunities and establish climate-resilient livelihood activities.
To strengthen the quality and relevance of the program, FCA will engage a separate FCA-appointed Climate-Smart Agriculture Curriculum Consultant to review the existing agriculture modules and competency-based training modules currently used by the selected TVET Centre. The consultant will identify module gaps and integrate Climate-Smart Agriculture principles, technologies, climate resilience, environmental sustainability, resource-efficient production systems, and labor market requirements into the reviewed modules.
The selected TVET Centre shall actively participate throughout the module review process by providing existing curricula, training materials, lesson plans, assessment tools, and technical inputs. The TVET Centre shall participate in module review workshops, validate revised training modules, and adopt the approved curriculum/ modules for program delivery. Responsibility for modules review and revision shall remain with the FCA-appointed consultant, while responsibility for implementation of the approved training module shall rest with the selected TVET Centre.
The training will align with the Ministry of Education and Science TVET standards and integrate FCA's cross-cutting priorities on Gender Equality and Social Inclusion (GESI), safeguarding, environmental sustainability, accountability, and private-sector engagement.
2. Background info on FCA
FCA is Finland's largest international development and humanitarian organization and a member of the ACT Alliance. FCA works in fragile and conflict-affected contexts to promote human dignity, resilience, and sustainable development through quality education, sustainable livelihoods, peacebuilding, and humanitarian assistance.
FCA has been implementing programs in Somaliland since 2007 in close collaboration with government institutions, local communities, civil society organizations, technical training institutions, and private sector actors.
3. Background info on FCA SOCO requesting the services
Somaliland continues to experience high youth unemployment, climate variability, prolonged droughts, land degradation, and declining agricultural productivity. These challenges disproportionately affect young women and men, limiting access to sustainable employment and income-generating opportunities. At the same time, growing investments in irrigation, horticulture, greenhouse farming, and climate-resilient agricultural systems have increased the demand for skilled agricultural technicians.
Recognising these opportunities, the Badbaado Project promotes Climate-Smart Agriculture (CSA) as one of its core green economy sectors. The project supports competency-based vocational training that equips youth with practical technical skills required by employers and enables graduates to establish climate-resilient agribusiness enterprises. The project also supports the integration of green skills into the national TVET system through collaboration with relevant government institutions and accredited TVET providers.
The training will primarily contribute to Activity 1.2.3 (Climate-Smart Agriculture Training) while integrating complementary modules on financial literacy, entrepreneurship, career guidance and waste management to strengthen employability outcomes. Under this activity, FCA intends to engage an accredited TVET Centre to deliver competency-based Climate-Smart Agriculture training for 60 unemployed youth in Hargeisa. Ppriority will be given to vulnerable youth, including IDPs and persons with disabilities
The programme will combine classroom instruction, practical training, demonstration farm activities, field visits, entrepreneurship development, financial literacy, and waste management training to improve participants' employability and self-employment opportunities.
The training will adopt Competency-Based Training (CBT) principles and comply with the standards of the Ministry of Education and Science, TVET Department, while incorporating FCA's cross-cutting priorities on Gender Equality and Social Inclusion (GESI), safeguarding, environmental sustainability, accountability, and private-sector engagement.
4. Objectives
The overall objective of this assignment is to engage an accredited TVET Centre to deliver high-quality Competency-Based Climate-Smart Agriculture (CSA) training to 60 unemployed youth in Hargeisa, Somaliland, enabling them to acquire practical technical competencies, entrepreneurship skills, and workplace experience that improve their employability and capacity for self-employment within the green economy.
Specific Objectives
The selected TVET Centre shall:
