ABOUT TAAKULO
Taakulo Somaliland Community is Commonly known by the acronym “TAAKULO”. Taakulo is a multifaceted non-governmental, non-profitmaking, non-political, and non-partisan development and humanitarian aid organization established in 2007 and headquartered in Hargeisa, Somaliland. Taakulo is a Somali word meaning “helping/aiding”. Working in partnership with UN, international, and National organizations, Taakulo is dedicated to helping the disadvantaged people and communities throughout Somaliland by engaging in development and related activities and providing relief support and assistance, facilitating, and promoting participatory local community activities and programs that emphasize human dignity and self-reliance.
Taakulo Organization was established to assist the Somali community, to whom time has tested their resilience to the tipping point, drought and famine scavenging their livelihood, war, and conflict avenging their economy on the other hand. The projects are based on the needs of the communities in which they are implemented where the beneficiaries always take part in the planning process. Taakulo engages in a long-term commitment and partnership approach with the beneficiaries in implementing the Projects. The objective is to set up a regional program concentrating on a particular sector, such as Health, education, water and sanitation, Income Generation, Orphan sponsorship programs, disability and people with special needs, emergency response, or improving food security in the country among others.
PROJECT BACKGROUND
Taakulo, in collaboration with SOS, is implementing the SOM Joint Response Project to address critical humanitarian needs in Somaliland. These needs stem from recurring droughts, poor natural resource management, and the absence of effective early warning systems, which have severely impacted the pastoralist and agropastoralist communities. In recent years, these communities have faced significant challenges, including crop failures, high livestock mortality, and displacement. The situation has been further exacerbated by ongoing conflicts in the Sanaag region, the primary target area for this project.
The SOMJR project is designed to provide immediate and sustainable relief, with a focus on the WASH and Livelihood sectors. These interventions aim to alleviate the suffering of affected communities, enhance resilience, and promote recovery in the Sanaag region.
A key component of the project is staff capacity-building, recognizing that the success of humanitarian interventions largely depends on the skills and competencies of the teams involved. This capacity-building initiative equips project staff with the knowledge and tools necessary to implement interventions effectively, ensuring the achievement of project outcomes. It also strengthens the long-term impact and sustainability of the project by empowering staff to address complex humanitarian challenges.
Through this approach, the SOMJR project not only delivers immediate relief to vulnerable communities but also fosters resilience and prepares the team to better respond to future crises.
THE OBJECTIVE OF THE ASSIGNMENT
The objective of this assignment is to enhance program implementation by improving financial accuracy, minimizing inconsistencies, ensuring compliance with donor expectations, and streamlining project execution. This will be achieved through fostering improved collaboration and communication between finance and program teams.
Expected Deliverables
The consultant is expected to have a thorough understanding of relevant organizational policies and develop a comprehensive training manual that addresses key topics, including financial documentation, budgeting and financial planning, donor requirements, and compliance standards. The manual should also emphasize effective communication strategies to strengthen collaboration between program and finance teams.
To enhance participants’ understanding and engagement, the manual should incorporate practical tools, case studies, and interactive activities, ensuring the content is both practical and adaptable to real-world scenarios. This approach will promote active learning and equip participants with the skills needed to apply the knowledge effectively in their roles.
DURATION OF THE ASSIGNMENT
The consultant will work for 10 days, including the desk reviewing organizational policies, and manual development, following with the final report of the training.
SELECTION CRITERIA
The selection criteria for consultants will prioritize professional qualifications and expertise in delivering training and capacity-building programs specifically tailored for finance and program teams in humanitarian or development contexts. Consultants should demonstrate a solid understanding of financial management and program implementation, as well as relevant experience working with NGOs and humanitarian agencies. Familiarity with donor requirements, budgeting, and reporting standards in humanitarian and development projects is essential.
Additionally, training skills will be a critical component of the selection process, emphasizing the ability to facilitate engaging sessions that cater to diverse participant needs. This includes strong facilitation skills, the ability to tailor content effectively, and a participatory approach to ensure impactful learning outcomes.
