Job Description

Overall Job Purpose

The SRCS with support from the German Red Cross (GRC) is implementing the Forecast-based Financing (FbF) project focused on anticipating hazards and taking early/anticipatory actions. Utilizing weather forecasts and other metrics, the project aims to mitigate the impacts of forecast hazards on vulnerable target populations through the implementation of pre-agreed and prefinanced early/anticipatory actions. Additionally, the SRCS recently established an Emergency Operations Centre (EOC) which will aid in risk monitoring and triggering Anticipatory Actions. In that regard, the SRCS seeks to recruit a Technical Data Officer who will be responsible for monitoring hazard risks, mapping and analyzing geographic information related to hazards and risks as well as ensuring full functionality of the recently established EOC. Additionally, the profile will be required to set up an Information Management System and basic maintenance of  IT equipment in the EOC. The Officer will also be expected to provide necessary data training to SRCS staff and Volunteers. The person will support the Disaster Risk Management (DRM) Director in assuring quality data and GIS management thus contributing to the overall efficient and effective data and information management of the SRCS.

Specific duties and responsibilities:

GIS Responsibilities

  • Collect and clean data sets from a variety of sources related to weather/climate, drought/flood/locusts/cyclone exposure, and vulnerability.
  • In close coordination with a technical partner support the preparation of Risk/Hazard/ Vulnerability maps for drought/flood/cyclone/locust-prone communities.
  • Analyze and map datasets as above using GIS software (e.g., Q GIS, ARC GIS); this includes determining how best to visualize data for communication to a variety of audiences.
  • Work closely with the FbF project Manager to conduct risk assessments, as needed.
  • In consultation with the DRM Director and FbF Project Manager; develop external relations and partnerships to access data.
  • Support information needs of SRCS contingency plans, supporting disaster preparedness and response, and translating these into data analysis and information products.

Information Management Responsibilities

  • Playing a leading role in the designing, development and improvement of SRCS data management systems including databases and spreadsheets, along with related process for data collection, cleaning, and verification.
  • Collection, compilation, analysis and reporting of various primary and secondary data from various sources.
  • Maintaining a close working relationship with Information Management counterparts in partner agencies and organizations.
  • Designing necessary data collection forms, ensuring that the purpose and use of data collected is clear and that questions are simple, clear, and collectable.
  • Designing and implementing data collection systems to support community and SRCS early warning and risk understanding.
  • Assessing training needs and providing training to the community/volunteers/staff on data collection systems.

Operations Management

  • Actively work towards the achievement of SRCS goals and country strategy.
  • Abide by and work in accordance with the Red Cross and Red Crescent principles
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager

Experiences and Qualifications

Qualifications

 Diploma/Bachelor’s degree in Computer Science, Community Development, Public Administration, Social Sciences or a related field

Required Job Experience and Competencies

  • Minimum 3 years of relevant experience in a humanitarian or development organization as well as experience in the field of protection and data management
  • Good understanding of the principles of managing labor and delivery, including monitoring vital signs, assessing progress as well as physically managing deliveries.
  • Demonstrating consistency in upholding integrity and ethics
  • Demonstrated knowledge and commitment to the fundamental principles of the Red Cross and Red Crescent Movement
  • Team leader with demonstrated mentoring and coaching skills
  • Effective communication and interpersonal skills
  • Demonstrate openness to change & ability to manage complexities
  • Demonstrated conflict resolution skills and ability to manage intergroup dynamics and mediate conflicting interests
  • Excellent writing skills, and analytical capacity to synthesize project outputs and findings for the preparation of quality programme reports
  • Maturity & confidence in dealing with senior and high-ranking officials
  • Remain calm, in control, and good-humoured even under pressure
  • Respond positively to critical feedback and differing points of view
  • Proficiency in computer office packages Word, excel, PowerPoint
