Terms of Reference for Consultancy Services for the Design of the Proposed
Alternative Business Continuity Site of the Central Bank of Somalia (CBS)

1. Background
   The Central Bank of Somalia (CBS) is the monetary authority of the Federal
   Republic of Somalia and is responsible for maintaining monetary stability, financial
   sector oversight, national payment systems oversight, currency management, and
   safeguarding the stability and integrity of the national financial system.
   Over recent years, the Central Bank of Somalia has undertaken major
   modernization and institutional strengthening initiatives aimed at improving
   operational resilience, digital transformation, institutional governance,
   cybersecurity, and continuity of critical national financial operations.
   As Somalia’s financial ecosystem and banking infrastructure continue to expand,
   the Bank recognizes the strategic importance of establishing a secure alternative
   operational continuity facility capable of supporting essential central banking
   operations during emergencies, infrastructure disruptions, security incidents, or
   other unforeseen events that may impact the primary operational facilities.
   The proposed “alternative site for business Continuity” is intended to serve as a
   secure and resilient institutional continuity facility capable of supporting critical
   operational, technical, executive, and coordination functions of the Bank while
   ensuring continuity of national financial operations.
   The Central Bank of Somalia therefore intends to engage a qualified
   multidisciplinary consulting firm to undertake architectural and engineering
   consultancy services for the planning and design of the proposed facility.
   This assignment shall focus strictly on Phase One consultancy services related to
   design, drawings, BOQs, cost estimates, and tender documentation preparation
   only.

2. Objectives of the Assignment
   The objective of this assignment is to engage a qualified consulting firm to:
   • Undertake comprehensive architectural and engineering consultancy
   services for the proposed alternative site for business Continuity;
   • Develop conceptual, preliminary, and detailed facility designs;
   • Prepare architectural, structural, MEIP, and site drawings;
   • Prepare cost estimates and Bills of Quantities (BOQs);
   • Prepare technical specifications and tender documentation;
   • Ensure that the proposed facility aligns with secure institutional design
   principles, operational continuity requirements, and international
   engineering best practices suitable for a central banking environment.

• 3D renderings and visualization materials
• Architectural drawings and layouts
3.2. Architectural Design Services
• Structural analysis and design
• Foundations, slabs, beams, columns, and retaining structures
• Structural resilience considerations
• Detailed structural drawings and specifications
