1. Background
   The Federal Government of Somalia (FGS), through the Office of the Prime Minister and the TUBSAN National Centre for Counter-Terrorism and Preventing Violent Extremism (CT/PVE), with financial support from UNDP under Project No. 00099758 intends to recruit a qualified Individual Consultant to develop the Integrated National CT/PVE Strategy 2026—2030. The detailed Terms of Reference (TOR) are attached as Annex I.
2. Submission Requirements
   Signed Cover Letter (Expression of Interest).
   Technical Proposal in accordance with Annex I (TOR).
   Financial Proposal indicating the proposed lump-sum consultancy fee.
   Updated Curriculum Vitae (CV).
   Copies of relevant Academic and Professional Certificates.
3. Shortlisting Criteria
   Academic qualifications relevant to the assignment.
   Relevant professional experience.
   Experience in developing national strategies or similar assignments. Experience with government institutions or development partners.
   Detailed requirements are contained in Annex I (TOR).
4. Selection Method
   Open Competitive Selection in accordance with the Federal Republic of Somalia Public
   Procurement, Concessions and Disposal Act, 2015 and the Public Procurement Regulations, 2016.
5. Submission of Expressions of Interest
   Applications shall be submitted electronically in PDF format no later than Sunday, 2 July 2026 at 4:00 PM (Mogadishu Time).
