The Federal Government of Somalia has received financing from the Global Environmental

Facility (GEF) through African Development Fund toward the cost of the Multi-National

Climate Disaster Risk Financing Project (CDRF-ADRiFi Project - Somalia), and intends to apply

part of the agreed amount of this grant to payments under the contract for the Development of

an Impact-Based Forecasting System for Climate Risks in Somalia.

The services included under this assignment comprise the design and demonstration of a

practical, scalable and locally manageable national Impact Based Forecasting framework and

prototype analytical package for priority climate-related disaster risks in Somalia. The

assignment will review existing forecasts, early-warning systems, datasets, institutional

mandates and decision workflows; define priority use cases; develop a transparent forecast

impact action framework; prepare hazard-to-impact matrices, thresholds, warning levels,

trigger logic and early-action guidance for drought and flood; produce and test prototype maps,

bulletins, alerts, risk matrices and decision-support templates; prepare standard operating

procedures and data-governance arrangements; train users; and provide a phased and costed

operational roadmap. Demonstration and testing will cover no more than two agreed test areas.

The assignment will use available data and existing forecast products and will not establish a

fully automated national real-time forecasting platform or procure permanent ICT or hydrometeorological hardware. The estimated duration is six (6) months, with Mogadishu as

the primary duty station and limited travel to agreed test areas where feasible and secure.

The Somali Disaster Management Agency (SoDMA), as the Executing Agency, now invites

eligible consulting firms to indicate their interest in providing these services. Interested firms

must provide information demonstrating that they are qualified to perform the services,

including the firm profile and core business, descriptions and evidence of similar assignments,

experience in similar operating conditions, technical and managerial capacity, availability of

appropriate skills among staff, and contactable client references. Consultants may associate with

other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

The Expression of Interest must clearly indicate the form and nature of the association. In the

case of a joint venture, all members shall be jointly and severally liable for the entire contract if

selected, and the submission shall identify the lead member and all other members

Eligibility criteria, establishment of the shortlist and the selection procedure shall be in

accordance with the African Development Bank's Procurement Policy for Bank Group Funded

Operations, dated October 2015, and the applicable provisions of the Financing Agreement. The

consulting firm will be selected using the Quality- and Cost-Based Selection (QCBS) method.
