Project Officer – FSL

 

The Role:

The Food Security and Livelihoods Project Officer is responsible for supporting the effective planning, implementation, and monitoring of food security and livelihoods interventions under DRA funded SOMJR project. The role ensures the timely delivery of project activities, in accordance with set targets and timelines, while maintaining quality and accountability. The officer will work closely with communities and stakeholders to enhance food access, promote sustainable livelihoods, and build resilience. Furthermore, the role involves regular reporting, tracking progress against indicators, and ensuring that the project achieves its desired outcomes and impact.

Key Responsibilities:

Programme Implementation:

  • Support the coordination and implementation of agriculture and livelihood activities as outlined in the project work plan, under the guidance of the Project Manager.
  • Assist the Project Manager in the development and updating of project planning tools.
  • Contribute to the preparation and maintenance of tools such as Detailed Implementation Plans (DIPs), Cash Flows, Indicator Tracking Tables (ITTs), Issue Logs, Monthly Workplans and Reports (MWRAP), and Procurement Plans.
  • Assist in the preparation and tracking of work plans for field teams, ensuring alignment with overall project timelines.
  • Provide logistical support for staff movements and the delivery of project materials and supplies.

Effective Resource Management:

  • Prepare up cash request and requisitions to facilitate project implementation, keeping accurate records for accountability purposes.
  • Ensure value for money in regards to all transaction involving World Vision resources.

Effective Monitoring and Evaluation and Ensure quality, timely reporting:

  • Assist in conducting surveys and assessments to identify agricultural and livelihoods needs in the district.
  • Support regular field visits and share updates on project activity progress with the Project Manager.
  • Contribute to monthly and quarterly progress reports by compiling field data and activity updates.
  • Support program evaluations through data collection and coordination.

 

Foster external engagement:

  • Support external engagement with government, community, and coordination mechanisms, under the guidance of the Project Manager.
  • Coordinate the organization’s participation in cluster/government-organized assessments, ensuring logistical support and data collection.
  • Collaborate with other WV sectors, government entities, UN, and NGOs, supporting linkages for sustainability and coordination of project activities
  • Attend agricultural meetings with partners and stakeholders in the field, providing updates and collecting relevant information for the project.

Experiences and Qualifications

  • Bachelor Degree in Agriculture/Agriculture Education & Extension/Animal Production/ Home Economics/ Farm Management/Sustainable Agriculture or another related field;
  • At least 3 years of experience in the food security and /or livelihoods sector
  • Demonstrated proven experience in project management, monitoring and evaluation working in international or local NGOs in the field of Food Security and/or Livelihoods
  • Other:  Experience working with pastoralist communities on development matters, advocacy and     governance, gender mainstreaming, children rights & community mobilization skills.

Working Environment:

The position is office-based in Burao, Somaliland with regular travel to other field locations.
