Job Description

TITLE:  Monitoring, Evaluation, Accountability and Learning (MEAL) Assistant

TEAM/PROGRAMME: Programme Development and Quality

LOCATION: Beledweyne, Hirshabeele.

GRADE: 5

CONTRACT LENGTH:

12 months with possible extension

CHILD SAFEGUARDING:

Level 5:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

To support the delivery of Monitoring, Evaluation, Accountability & Learning (MEAL) strategy, policy, and practice by helping design program monitoring systems, supporting the MEAL staff in their analysis and dissemination of CRM data, and coordinating CRM information management and reporting systems. The position holder will spend 100% of his/her time monitoring DAMAL Caafimaad project. He/she will also support and work closely with the project MEAL specialist and MEAL Officers in hiring and supervising enumerators, he/she will be responsibilities for routine quality benchmark monitoring, and proactive calls, and processing and follow up enumerator payments. The main responsibility of the position holder will be conducting field monitoring using quality benchmark monitoring and updating monthly data tracker such as IPTT and Output tracker.

 

Your support in the delivery of an effective Monitoring Evaluation Accountability and Learning function will play a key role in the expansion and improvement of the quality of Save the Children programs in Somalia to increase impact and enable positive change for children.

SCOPE OF ROLE:

Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 700 staff.

KEY AREAS OF ACCOUNTABILITY:

Support the delivery of effective Programmes, in both development and humanitarian contexts, by:

  • Supporting SC staff and partners to develop and implement the Monitoring and Evaluation plans, accountability improvement plans, and child participation initiatives based on Save the Children International best practices.
  • Supporting and building the capacity of SC staff and partners in MEAL issues including rolling out required data collection tools/formats.
  • Undertake routine data quality verification and quality program monitoring using program quality checklists, compiling findings, and sharing them with respective program teams.
  • Participating in the development of tools and guidelines for data collection, collation, and reporting; managing a project-level data compilation for donor and country office reporting specifically indicator performance tracking for individual projects; systemically checking this data for quality, accuracy, and consistency, and providing feedback as necessary.
  • Coordinate the sharing of learning related to M&E practices encouraging consideration of results both between and within sectoral teams,
  • Designing situation analysis, needs and baseline/end line assessments, and providing support when internal/external reviews, evaluations, and lessons learned exercises have to be conducted.
  • Maintaining a tracking spreadsheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate.
  • Complying with and promoting all Save the Children Global policies such as Child Safeguarding, whistleblowing, Fraud, and Health and Safety.
  • Conduct other tasks assigned by the line manager in line with the requirements of MEAL.
  • Carry out dual responsibility in case of a big emergency as per organizational requirements. 
  • Regularly carry out un-announced quality benchmark monitoring to all supported schools in Hiran region
  • Consistently follow up on implementation of improvement plans and post-to-action trucker.
  • sensitize students, CEC, and parents on available feedback mechanisms and collect feedback through suggestion boxes on a bi-weekly basis.
  • Participate in joint agency monitoring activities.
  • Conduct regular activity monitoring and collection of information as per log-frame and monitoring plan.
  • Support project data collections, train enumerators, and oversee field data collections

Experiences and Qualifications

University degree in social sciences, economy, statistics, social work, social administration, development studies, information technology, or other relevant academic discipline

EXPERIENCE AND SKILLS

 

Essential

  • Background of implementing effective M&E systems and/or accountability mechanisms in both humanitarian and developmental responses
  • Demonstrable track record in data tracking, with the ability to support staff and partners on M&E methodology and analyse and disseminate information to a range of stakeholder audiences.
  • Computer literacy, particularly in Word, Excel, and PowerPoint; knowledge of other data analysis software such as STATA, SPSS, etc, will be an added value.
  • Excellent planning, coordination, and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks, and responsibilities.
  • Strong communication and interpersonal skills in English, with experience working in multicultural, multi-location, values-driven teams.
  • Willingness to work and travel in often difficult and insecure environments.
  • Commitment to Save the Children values.

Desirable:

  • Background of implementing effective M&E systems or program databases such HMIS/EMIS/CPIEMS/MRP
