INVITATION TO BID FOR CONSULTANCY

Save the Children International (SCI) Somaliland program hereby invites interested consultants to bid for the consultancy assignment detailed below

Title of Consultancy

Consultancy service to develop strategy with media actor allies/champions and engage women and girls for the adoption and implementation of gender equality laws in Somaliland.

Consultant will comply with standard Save the Children Security procedures, including the completion of SCI online security training prior to travel to Somaliland (if applicable)

 

TERMS OF REFERENCE

 

BACKGROUND

Save the Children has over 40 years’ experience working in Somaliland.

 Save the Children (SC) in Somaliland has been working in child protection to prevent and respond to violence, exploitation, abuse and neglect.

Child protection is one of Save the Children's central organizational goals. Ensuring that violence against children is no longer tolerated under any circumstances is one of 3 global breakthroughs that Save the Children aims to achieve by 2030. Through improved Child Protection Systems for IDP Children Programme its overall objective: to protect Vulnerable children and youth in Somaliland from violence, abuse, exploitation, and neglect,  Save the Children support vulnerable children in IDP areas are supported through quality child protection systems when in crisis (national and community-based systems), and based on the involvement of strong civil society actors, the Somaliland child protection system ensures a continuous reduction of protection risks through improved legislation, oversight, and resource allocation.

CHANGES Consortium[1] is challenging culturally entrenched harmful norms and practices to create an enabling environment for the economic and social empowerment of Somali women and girls. The consortium is implementing the second phase of the CHANGES project in 16 districts across Somalia/Land. CHANGES 2.0 is based on a social-ecological approach that focuses on harmful practices and norms as well as the social context in which they happen. The project is based on four synergistically layered outcomes implemented at the community and state levels. At the community level, project activities target adolescent boys and girls (10-19 years), their caregivers, religious and opinion leaders, and women and girls’ rights organizations whereas at the national or state levels, the project targets law enforcement agencies, social welfare/children’s department, members of parliament, director generals and ministers as well as and lawmaking institutions.

The consortium will engage media associations and influencers to play an integral role to optimize the potential of media to expedite positive transformations. This strategic change is founded on the CHANGES 1.0 end-line evaluation that underscored the need for the consortium to give media-guided flexibility to challenge harmful norms through partnership agreements. In that regard, as will be guided in the agreements, media actors and influencers will design and implement media activities to enlighten communities on the rights of women and girls and the constitutional mandate of governments to acknowledge, respect and protect these rights. Under their mandate, respective governments (Federal/Federal Member States) will be held accountable to their promises to develop gender equality laws and subsequently establish and fully operationalize institutions to enforce the laws.

Save the Children Somalia/Somaliland is planning to recruit an external consultant who will deliver a number media engagement deliverables

OBJECTIVE OF THE ASSINGMENT

The purpose of this Assignment is to increase media engagement by supporting journalists, and media association to strengthen media pick up and report existing children and gender policies and laws. The specific objectives of this assignment include:

  • Develop strategies with media actor allies/champions to inform communities and hold the government accountable for the adoption and implementation of gender equality laws at the national level.
  • Support media actor allies/champions to implement strategies to inform communities and hold the government accountable for the adoption and implementation of gender equality laws at the national level.
  • Establish partnerships with media actors to create spaces for women and girls to engage in media activities around gender equality.
  • Engage with women and girls in media activities around gender equality.

 

METHODOLOGY

Media provides an opportunity to reach mass audience across the country. Popularity of social media, and proliferation of government, community and private owned media in the country offer an opportunity to engage media and journalists to help educate and inform the public key policy issues.

As such Save the Children plans to leverage existing platforms to work closely with journalists to advance children and women’s rights in Somaliland. These include engagement with journalists through Media associations which are an active umbrella that host journalists, Media houses, media trainers to build capacity of journalists and strengthen media pick up on key rights issues in the country.

To maximize and leverage capacity of media actors on the ground. We are considering an external consultant who have demonstrated technical expertise and the geographical footprint in project target locations to lead this assignment. The consultant/firm will develop strategy with media actors, women right organizations and gender equality influencers, relevant workshops/consultation meeting will be conducted during the assignment.

 

DELIVERABLES

 

Key deliverables for the consultant/firm include:

  • Develop strategies with media actor allies/champions to inform communities and hold the government accountable for the adoption and implementation of gender equality laws in Somaliland.
  • Support media actor allies/champions to implement strategies to inform communities and hold the government accountable for the adoption and implementation of gender equality laws.
  • Establish partnerships with media actors to create spaces for women and girls to engage in media activities around gender equality.
  • Engage with women and girls in media activities around gender equality through trainings/workshops.
  • A comprehensive report (with quality photos) for the assignment including trainings and strategy.

LEAD TEAM

The drama group will closely work with Save the Children Child Protection and ACCM teams on the delivery of this exercise.

LOCATIONS

Hargeisa and Burao in Marodijeeh and Togdheer regions.  Save the children will not cover any transportation, accommodation, security while the consultant is travelling outside Hargeisa.

Save the Children’s video & photography.

Consent forms will need to be signed from each child or beneficiary filmed, interviewed or photographed in this assignment. Save the Children does not use materials without the consent of the subjects shown in those materials. All images should appear natural and relaxed with the subjects not posing to the camera. All photos should be telling stories on the impact our work had on the lives of beneficiaries and children.

Copyright and intellectual property

In consideration of the fees paid, the consultant expressly assigns to Save the Children any copyright arising from the work the consultant produces while executing this contract. All images and videos will however bear the consultant’s photo credit, as specified by international intellectual property rights. The consultant may not use, reproduce or otherwise disseminate or authorize others to use, reproduce or disseminate such works without prior consent from Save the Children

Code of Conduct

Save the Children's work is based on deeply held values and principles of child safeguarding, and it is essential that our commitment to children's rights and humanitarian principles is supported and demonstrated by all members of staff and other people working for and with Save the Children. Save the Children's Code of Conduct sets out the standards which all staff members must adhere to and the consultant is bound to sign and abide to the Save the Children’s Code of Conduct.

 

A contract will be signed by the consultant before commencement of the action. The contract will detail terms and conditions of service, aspects on inputs and deliverables. The Consultant will be expected to treat as private and confidential any information disclosed to her/him or with which she/he may come into contact during her/his service.  The Consultant will not therefore disclose the same or thereof to any third party or publish it in any paper without the prior written consent of Save the Children. Any sensitive information (particularly concerning individual children) should be treated as confidential.

An agreement with a consultant will be rendered void if Save the Children discovers any corrupt activities have taken place either during the sourcing, preparation and implementation of the consultancy agreement.

  • Cover letter including the applicant's suitability for the position and current contact information and profile (if a company)
  • Technical and financial proposal for the strategy development and trainings including the TOT.
  • CV, including detailed work experience, education/degrees of the experts.
  • REQUIREMENT AND SELECTION CRITERIA
  • At least four years of experience in documentation, videography and photography production in Development and Humanitarian contexts.
  • Latest equipment in video-photography documentation
  • A strong creative vision and styling that appeals to a global audience, with experience in capturing and editing videography for international consumption.
  • Samples of previous work undertaken by the consultant as proof of creative vision and style.
  • The consultant is expected to cover their own insurance costs.
  • Ability to work with Save the Children offices and its programs partners as required to meet the expected deliverables.

Experiences and Qualifications

 

Qualification and Experience

  • The assignment will require a multi-disciplinary consultant/s with in-depth understanding of media management and leadership, communication, and advocacy work, gender equality and organizational development.
  • The proposed team leader/consultant should have qualifications include master’s degree in social sciences, Journalism, Project management, MBA or relevant discipline is desirable.
  • Relevant field experience in media management, gender equality and strategy development
  • Relevant experience in capacity assessment and capacity building preferably WROs and media institutions.
  • The consultant should provide samples of previous work undertaken by the consultant as proof of creative vision and style.
  • Demonstrable experience in conducting gender related studies, inclusion and diversity related research.
  • A strong understanding of the Somali context is a distinct advantage
  • Strong analytical skills and ability to clearly synthesize and present findings, draw practical conclusions at national and regional levels, and to prepare well written reports in a timely manner.
  • Strong interpersonal skills and the ability to communicate and work well with
