What we are looking for

 

The purpose of the Deputy Chief of Party for Operations position is to ensure high-quality and cost-effective program/project implementation of the RFSA project. The following is a brief description of the role.

What you will do

Generic Responsibilities:

  • Line management for senior project staff and support functions in the consortium management unit.
  • Oversee operational management and coordination with multiple NGOs and partners.
  • Compliance with and adherence to BHA and US government regulations and NRC policies, guidance, and procedures.
  • Provide input on consortium strategies and plans of action.
  • Oversight of the implementation of the project, in compliance with contractual commitments (i.e., quality, synergies, timeliness, use of resources).
  • Ensure optimal use of resources within the allocated project budgets.
  • Represent the Consortium.
  • Maintain strong relationships with consortium partners and represent the consortium externally.
  • Collaborate with the M&E team to align operations with project outcomes.
  • Ensure efficient and compliant procurement and supply chain processes.
  • Provide accurate operational reports and maintain thorough documentation.
  • Address challenges proactively and encourage innovative solutions.
  • Promote inclusivity and respect local customs.

 

Specific Responsibilities:

  • Operational Management and Leadership: The Deputy Chief of Party for Operations provides leadership and direction for the operational aspects of the consortium's activities. This includes managing day-to-day operations, setting operational priorities, and ensuring that the consortium's goals and objectives are effectively achieved.
  • Program Implementation and Support: This role involves overseeing the implementation of the consortium's programs and projects. The Deputy Chief of Party for Operations ensures that these programs are executed efficiently, effectively, and in accordance with the consortium's policies and donor requirements.
  • Coordination and Collaboration: A key responsibility is to coordinate and collaborate with various stakeholders, including consortium members, donors, government agencies, and other humanitarian actors. This ensures that the consortium's efforts are aligned and integrated with broader humanitarian responses and strategies.
  • Resource Management: Managing resources, including human, financial, and logistical resources, is an important aspect of this role. The Deputy Chief of Party for Operations ensures that resources are allocated and utilized effectively to support the project.
  • Policy and Procedure Development: Developing and implementing policies and procedures that guide the consortium's operations is another key responsibility. This includes ensuring compliance with legal and regulatory requirements, as well as establishing best practices for operational efficiency and effectiveness.
  • Monitoring and Evaluation: The Deputy Chief of Party for Operations contribute to the effective implementation of the monitoring and evaluation framework.
  • Risk Management: Identifying and managing risks associated with the consortium's operations is critical. This includes developing and implementing risk management strategies to mitigate potential challenges and ensure the safety and security of staff and beneficiaries.
  • Capacity Building: Strengthening the operational capacities of consortium members and partners. This includes providing training and support to enhance their ability to effectively contribute to the consortium's objectives.
  • Reporting and Communication: The The Deputy Chief of Party for Operations is responsible for reporting on the consortium's operational activities to internal and external stakeholders. This includes communicating with donors, partners, and the public about the consortium's achievements and challenges.
  • Problem Solving and Innovation: Address challenges proactively and encourage innovative solutions.
  • Security and Safety Management: Coordinate with security personnel to ensure staff and asset safety.

Experiences and Qualifications

  • Master's degree in Public Administration, Business Administration, International Development, Nonprofit Management, or a related field, with relevance to large-scale international humanitarian and development projects
  • Minimum of 10 years of experience in a senior management level position in a humanitarian/recovery or development context.
  • Experience managing large funding amounts (above $50 million USD) and consortium operations.
  • Experience working in complex crises and experience of remote management
  • In-depth knowledge of US financial, procurement, and programmatic compliance.
  • Exceptional interpersonal, organizational, and leadership skills.
  • Fluency in English, both written and verbal.
