Tender Description



  1. Introduction

The Nordic International Support Foundation (NIS) is implementing the Public Private Development Partnership (PPDP) Programme which is a transformative 3-year initiative (July 2022 – June 2025), fostering collaboration between Sida, the Somali government, and private sector actors. The programmee intends to address critical development challenges in Somalia among them are lack of access to affordable renewable energy coupled, the huge youth bulge of Somalia, representing 75% of the population in Somalia (below age of 30 years) with an unemployment rate of 68% (ages between 1529 years). The PPDP is pivotal in providing clean, accessible energy and equipping Somali youth with market-relevant technical skills. Furthermore, it places a significant emphasis on Women’s Economic Empowerment (WEE), aiming to enhance women's roles in socio-economic development and recovery.

The PPDP's focused approach in Banadir/Mogadishu and Garowe/Puntland regions is set to catalyze socioeconomic growth by improving access to solar electricity, developing skilled local workforce, supporting renewable energy enterprises, and integrating more women into the economy. In addition, the PPDP plays instrumental role in reviving Somalia’s technical and vocational training education through investment in curricular development, training local ToTs and bridging connections between private actors and local governments, fostering partnership building. Targeting at least 350 Somali youth for renewable energy skills training and impacting over 400 women-owned small-scale /informal SMEs in IDPs / urban poor nighbourhoods with green energy solutions (solar portable systems) and as well as train 26 female technicians with solar technology entrepreneurship. The program stands as a strategic endeavor to reduce economic inequalities and promote sustainable development in Somalia.

  1. Purpose

The purpose of this call for proposals is to seek bids from qualified contractors to undertake procurement and delivery of 200 portable solar lights in the project target location – Garowe. The system will consist of two types of lights, one with three lamps and another with two lamps both with charging points – see system details in Annex 1.

  1. Tasks to be carried out.

The selected bidder will be responsible for:

  • Procurement and delivery of 200 portable Solar lights in Garowe
  • Taking the responsiblity of the maintenance of the solar kits after the project exit (during the warranty period) – please provide the warrant period in your bids.
  • The identification and distribution of solar portable systems to the end-users will be done by other local partners on the ground. The supplier should support maintenance and warranty claims issues during the warranty period.
