BACKGROUND

The Somali Red Crescent Society (SRCS) is an independent, non-political largest humanitarian national organization. It was established in April 1963, it was recognized by the International Committee of the Red Cross (ICRC) in 1969 and became a member of the International Federation of Red Cross and Red Crescent Societies (IFRC) the same year.

The SRCS continue to deliver lifesaving humanitarian services across the country despite the protracted conflict, political divide, and increased insecurity. It is credited for maintaining its unity as one National Society despite all the challenges of working in a fragmented and politically divided country.

In terms of service delivery, the SRCS runs several programs including Primary Health Care, Secondary Health Care-hospital, Rehabilitation for Physically Disabled Persons, First Aid and Pre-hospital Emergency Care Services, Disaster Management, Resilience Programming, Restoring Family Links (RFL) Communication and Dissemination, and Youth and Volunteers’ Development.

The SRCS runs its operations and programs through two Coordination Offices, one in Hargeisa, which manages six branches and the other in Mogadishu which manages 13 branches. The SRCS as a grassroots organization with a country-wide coverage has 1015 paid staff, more than 5,000 active volunteers and around 20,000 community volunteers who can be mobilized during emergencies.

Through an internal assessment mechanism like OCAC, BOCA, NSD evaluation, internal audit, Finance development assessment and many others at National and at branch level, the SRCS identified its weaknesses and the areas that need improvement to be able to address the challenges that hinder the sustainable development of the national society. The SRCS has developed a long term, multiyear development plan for 2022-25 with key focused years.

The Somali Red Crescent Society (SRCS) is dedicated to supporting the development of youth and volunteers in Somalia as one of the focused NSD area. Recognizing the importance of young people and volunteers in building resilient communities, SRCS aims to address the lack of opportunities for development and employability in Somalia. The Youth and Volunteer Development Program offers training in first aid, disaster management, community mobilization, leadership, and communication skills, with an emphasis on interactive and practical learning.

The SRCS has also realize the dependence on partners contributions as one of the NSD challenges and has taken up Resource Mobilization is another NSD priorities for coming years.

 Project Summary:

The SRCS aims to provide educational training to youth, volunteers and humanitarian institution staff in Somalia, empowering them with essential skills for employment and community development as well as disaster responses and trauma management through intensive FAPHEC. The program will utilize dedicated training halls equipped with the necessary tools and equipment. The key components of the project include computer literacy, first aid, humanitarian education, and multimedia skills training.

Project Objectives:

The primary objectives of the training center are as follows:

  1. Establish NS training and development center to empower the youth and volunteers with professional and vocational skills that will increase their employability and income-generating opportunities.
  2. Train institutional staffs with FAPHEC to build their capacity in responding disasters and incidents.
  3. To enhance the operational capacity of SRCS by equipping volunteers with specialized skills, enabling them to contribute more effectively to the organization's humanitarian efforts.
  4. To generate resources that will contribute to the SRCS operations and sustainability.

Key responsibilities and duty areas of the consultancy

Consultancy service is sought for the production & developing the training manuals and reference materials of the SRCS Training & Development Center. The consultant is required to:

 

o   Draft & Develop business plan for the SRCS Training & Development Center 2024 in line with the SRCS resource mobilization project proposal 2023.

o   Initiate SRCS training center profile, training manuals and reference materials for the center.

o   Provide guidance and support to the SRCS Taskforce Management team of the training center for all aspects aligned with program objectives.

o   An overview of the compatible curriculum structure of the training Centre and how to use the curriculum, the length of each term and level, philosophy of teaching and learning as well as teaching tips and strategies to engage learners.

 He/she will be also tasked:

  1. Developing a Comprehensive Business Plan:
  • Conduct a situational analysis.
  • Identify market needs and opportunities.
  • Propose a sustainable business model for the Training Center.
  1. Designing Training Materials:
  • Collaborate with SRCS task force to identify training needs.
  • Develop interactive and practical training materials.
  • Ensure alignment with the Youth and Volunteer Development Program goals
  1. Creating Manuals and Reference Materials:
  • Work with the task force to compile training manuals.
  • Develop reference materials for ongoing and future training.
  1. Task Force Collaboration:
  • Facilitate workshops and meetings with the SRCS task force.
  • Incorporate task force feedback into the development process.

 Deliverables:

  1. Comprehensive Business Plan for the Professional Training Center.
  2. Developed Training Materials aligned with program objectives.
  3. Training Manuals and Reference Materials.
  4. Documentation of task force collaboration, feedback, and integration.

Reporting lines

  • The consultant will report to the SRCS Executive Director and all deliverables will be reviewed by the SRCS Taskforce team.

IMPLEMENTATION SCHEDULE AND EXPECTED DELIVERABLES 

Based on a 5 working days week, it is estimated that approximately 1 month required to fulfil all the duties/phases of the consultancy. The exact implementation schedule will be agreed with the consultant before the signing of the contract.   

Experiences and Qualifications

EXPERIENCE AND QUALIFICATIONS

 Formal education:

  • Master’s degree in Education, Development Studies, Business Administration or similar field.

Context/ specific skills, knowledge and experience:

  • Experience in developing accelerated, non-formal and/or basic education curricula
  • Experience of education in minimally-resourced environments/education in emergencies
  • Experience in adolescent/adult learning methodologies
  • Demonstrated experience in facilitation, training and workshop design and implementation
  • Up-to-date knowledge of trends in curriculum development and accelerated education
  • Technology skills (word processing, spreadsheets, internet research etc.
  • Ability to write concisely and accurately in easily understood language.
  • Good understanding on youth development initiatives.
  • Fluency in English and ability to communicate verbally & written.
