Terms of Reference (TOR) for Contractors and Suppliers: Provision of Life-Saving WASH Assistance in Dinsoor District (5 Lots: Including Rehabilitation of Sanitation Facilities, Rehabilitation of Water Systems, Construction of New Water Points and Pipeline Extensions, Supply and Distribution of Hygiene Kits, and Supply of a Project Vehicle)

LOT 1 – Construction and Rehabilitation of Sanitation Facilities

Background:

STS is implementing a humanitarian WASH project in Dinsoor District, Bay Region, to improve access to safe, dignified, and inclusive sanitation facilities for internally displaced persons (IDPs) and vulnerable host communities.

Scope of Work:

• Construct 50 flood-proof emergency latrines with long-lasting/expandable superstructures, offset pits, vent pipes, lockable doors, and roofing, located at least 30m from any groundwater source and 1.5m above the water table.
• Construct 8 disability-friendly latrines with ramps, handrails, wider doors, handwashing stations, and solar lighting for security.
• Rehabilitate 6 institutional latrines (2 in Waberi ]School, 2 in Howlwadaag School, and 2 in Dinsoor Main Hospital) to restore safe, gender-segregated, and functional facilities.
• Ensure compliance with WASH Cluster technical standards, protection guidelines, and disability inclusion requirements.

Deliverables:

• Completed latrines meeting all specifications and protection standards.
• Handover certificates, completion reports, and photographic evidence.

Bidders Shall Provide:

• Detailed methodology and workplan, including community engagement approaches.
• Staffing and equipment deployment plan.

LOT 2 – Rehabilitation of Water Systems

Background:

This lot focuses on restoring critical water infrastructure to improve access to safe and sustainable water sources in rural and IDP settings.

Scope of Work:

• Rehabilitate 5 shallow wells with installation of new hand pumps, wellhead protection, fencing, and drainage.
• Rehabilitate 1 strategic borehole (Jilaalow Water Supply System) including: Rehabilitation of 40m³ elevated water tanks, installation of hybrid solar-powered pumping system with all electrical and mechanical components, connection to distribution network and water kiosks.
• Ensure water quality testing and chlorination during commissioning.

Deliverables:

• Fully operational water sources meeting WASH Cluster standards.
• Water quality test reports, handover certificates, and “before & after” photos.

Bidders Shall Provide:

• Detailed rehabilitation methodology describing materials, equipment, and quality control measures.
• Staffing and implementation plan, including timelines.

LOT 3 – Construction of New Water Points and Pipeline Extension

Background:

The aim is to improve water access for IDP settlements through new water points linked to rehabilitated boreholes.

Scope of Work:

• Construct 6 new water kiosks in specified IDP locations.
• Install 3,000 metres of pipeline extension (4-inch PVC main line, 3-inch and 2-inch branches) with fittings, reducers, valves, and associated civil works.
• Trench excavation (minimum 700mm depth), backfilling, and site restoration.

Deliverables:

• Operational kiosks connected to the rehabilitated borehole.
• As-built drawings, completion reports, and photographic evidence.

Bidders Shall Provide:

• Construction methodology covering pipeline installation techniques, quality control, and safety measures.
• Workforce and equipment plan.

LOT 4 – Supply and Distribution of Hygiene Kits

Background:

Hygiene kits will be distributed to targeted households to improve health and hygiene practices in Dinsoor.

Scope of Work:

• Supply and deliver 800 hygiene kits as per STS specifications (including jerry cans, buckets, soap, aqua tablets, sanitary pads).
• Distribute kits to designated project locations in coordination with STS staff.

Deliverables:

• Items delivered in full, on time, and in good condition.
• Signed beneficiary distribution lists and photographic evidence.

Bidders Shall Provide:

• Delivery schedule and approach to ensure safe and efficient distribution.

LOT 5 – Supply of Project Vehicle

Background:

The vehicle will support field operations for WASH project implementation.

Scope of Work:

• Supply a reliable 4x4 project vehicle suitable for field conditions in Somalia.
• Vehicle must be in excellent mechanical condition (new or very low mileage), with valid documentation.

Deliverables:

• Vehicle delivered, inspected, and accepted by STS.
• Logbook, ownership documents, and warranties provided.

Mandatory Requirements for All Lots:

• Completed Price Schedule (breakdown in the attached price schedules; not applicable for Lot 5).
• Company profile including legal status, organisational structure, key personnel, and past performance.
• Signed PSEA Declaration, Child Protection Declaration, and Anti-Corruption Declaration (forms attached to the advert).
• Copy of valid business registration certificate.
• Tax compliance certificate (if applicable).
