Job Description

Terms of reference for the provision of Technical and Vocational Education and Training (TVET)

 

  1. PROJECT BACKGROUND INFORMATION

 

Candlelight, ACTED, and WHH are working together to implement the BREACH project funded by the European Union in the District of Burao, Somaliland over a duration of 30 months. The primary goal of this project is to help vulnerable communities in Burao improve their resilience to climate change, and increase their food, fodder, and water security. The project aims to enhance the capacities for these communities to implement dryland-specific reforestation, afforestation, and sustainable rangeland and agricultural land management practices. Additionally, it seeks to promote climate-smart agro- pastoral and pastoral production and water supply practices.

Candlelight aims to empower vulnerable youth and women through the provision of TVET and business skills to enhance opportunities for socio-economic development. The goal is to train a total of 150 participants in marketable TVET skills in two lots of 75 each. These marketable skills were identified through a recent assessment conducted. This TOR is seeking TVET training centers too provide training for 75 trainees with a specific focus on targeting women and youth in urban and peri-urban settings. After the training, the trainees will be placed on internships or apprenticeships with appropriate enterprises and employers for further skill development.

  1. OBJECTIVE OF THE TVET TRAINING PROGRAM IN BURAO:

To improve technical and vocational skills for 75 youth and women with the aim to enhance their employability and entrepreneurial capacities. TVET courses provided will be market demand driven and promote sustainable livelihoods and socio-economic development.

 

 

 

 

TVET skill areas and participant allocation:

  • Plumbing and Pipe Fitting - 25 participants
  • Electricity Installation and Repair - 25 participants
  • Tailoring and Dressmaking - 25 participants

 

These numbers may be adjusted slight if necessary.

 

Training duration: The training will span over six consecutive months and will cover five months of intensive training and a month allocated for internships to provide practical experience for trainees.

 

  1. SCOPE OF WORK:

 

The selected TVET center will provide selected trainees with:

 

  • For 75 youth and women from Burao for a period of 6 months in the areas of plumping and pipe fitting, electrical installation, and tailoring/ dressmaking.
  • Conduct training sessions on communication, problem-solving, teamwork, and leadership.
  • Establish partnerships with local businesses and industries to facilitate job placements for the trained graduates
  • Develop a comprehensive monitoring and evaluation outline to track the progress

 

 

  1. TRAINING METHODOLOGY:

Interactive Learning:  Encouraging active participation and engagement among trainees through interactive learning activities, group discussions, and practical exercises to enhance understanding and retention of knowledge.

Hands-on Training: Providing ample opportunities for trainees to apply theoretical concepts practically through various means e.g. workshops to develop their skills effectively. The ratio of theory to practice should be around 30%: 70%.

Simulated Work Environment: Creating a simulated work environment within the training center to mimic industry settings and challenges, allowing trainees to gain practical experience and problem-solving skills.

 

 

 

 

Relevant Curriculum: Designing the training curriculum based on industry needs, current market trends, and job requirements to ensure that trainees acquire relevant and up-to-date skills that are in demand in the local job market.

One-on-One Mentoring: Offering personalized guidance and mentorship to trainees by experienced instructors and industry professionals to provide individualized support and feedback for skill enhancement.

Continuous Assessment: Implementing regular assessments, quizzes, and practical evaluations to track trainees' progress, identify areas for improvement, and ensure that learning objectives are being met throughout the training program.

 

Practical Projects: Assigning practical projects and assignments that challenge trainees to apply their skills, think creatively, and collaborate with peers to solve real-world problems, fostering creativity and innovation.

Experiences and Qualifications

  1. TVET CENTRES ELIGIBILITY CRITERIA SELECTION:

 

  • Equity and Equality: Ensure equal and equitable access for all participants including women, people with disabilities, and marginalized groups in all areas. 

 

  • Required Accreditation: The training provider must possess valid accreditation from relevant educational authorities or governing bodies to ensure the quality and recognition of the vocational training programs offered.

 

  • Required Training Facilities: The training provider must have appropriate training facilities equipped with adequate and suitable tools, equipment, and resources necessary to support practical skills development. Access to well-equipped workshops, classrooms, and training materials is essential for delivering high-quality vocational training.

 

  • TVET Experience in Delivering Technical and Vocational Training: The ideal center should demonstrate a proven track record of delivering TVET in the specified skills areas, showcasing expertise in designing effective curriculums and conducting practical training sessions.

 

  • Tutor's Qualifications: The instructors employed by the training provider should hold relevant qualifications, industry experience, and training experience in the respective skills areas.

 

 

 

 

  • Industry Partnerships and Placement Opportunities: Evaluate the TVET center's partnerships with industries, businesses, and employers for internship opportunities and job placements. Strong industry linkages enhance the practical exposure and employability of trainees.

Note: the scoring criteria will be divided in the following way: technical capabilities (70%), and financial proposal (30%)

 

  1. TVET CENTER RESPONSIBILITIES / DELIVERABLES

To provide:

  • Suitable and effective training curriculum(s)
  • Qualified and experienced instructors
  • Practical training and theory sessions using adequate training facilities

 

  • Business skills development training
  • Adequate training materials
  • Monthly reports on training progress and attendance
  • Establish internship opportunities for trainees / graduates
  • Collaborate with Candlelight on graduations and certifications

 

  1. CANDLELIGHT'S RESPONSIBILITIES:
  • Responsible for the selection of trainees and introducing them to the selected TVET center.
  • Arrange and coordinate transport services for trainees to and from the training center.
  • Provide tools of trade kits for graduates who have successfully completed their courses.
  • Actively monitor delivery of training and provide advice on improvements to enhance learning experience.
  • Guarantee on-time transfer of the agreed costs to the TVET center’s bank account on a monthly basis.
  • Organize job fairs.

  • Include the curriculum vitae (CVs) of technical staff members who will be involved in delivering the training, highlighting their qualifications, expertise, and relevant experience. Additionally, provide detailed course outlines for the proposed training programs and ensure the submission of the institution's certificate of registration from the Ministry of Education and science of Somaliland.

Note: only short-listed centres will be assessed based on Candlelight’s verification of the validity of documents submitted. A physical assessment will be conducted prior to any agreement.
