Terms of Reference for Consulting Services For Design and supervision of market infrastructure and activation of livestock market

1. BACKGROUND AND CONTEXT
   The Federal Republic of Somalia, through the Ministry of Agriculture and Irrigation (MoAI), is implementing the Rural Livelihoods Resilience Program (RLRP), with financing from the International Fund for Agricultural Development (IFAD). The RLRP's goal is to achieve improved and resilient livelihoods for rural smallholders in Somalia. The Programme Development Objective (PDO) is to "sustainably increase productivity, incomes and nutrition security and enhance the resilience of rural smallholder families."
   The program targets 30,000 poor small-scale agro-pastoral households, with a strong focus on including women (50%), youth (40%), and Internally Displaced Persons (IDPs). A core strategy of the RLRP is to improve market access and functionality as a driver for increased incomes and resilience. Livestock is a critical asset and a primary source of livelihood for these communities. However, existing livestock markets are often informal, lack basic
   infrastructure, and are poorly managed, leading to low prices, high transaction costs, animal stress, and potential for disease transmission.
   Under Component 1.2 (Community Investment Support) of the RLRP, the program will finance the rehabilitation and/or construction of strategic livestock market infrastructure. This assignment is therefore commissioned to procure a qualified consulting firm to provide the technical expertise for the design, construction supervision, and functional activation of livestock markets in six (6) selected districts within the RLRP target Federal Member States.
2. OBJECTIVES OF THE ASSIGNMENT
   The overall objective of this consultancy is to establish fully functional, sustainable, and climate-resilient livestock markets that enhance the economic opportunities for RLRP's target groups.

3. To Design sustainable, gender-sensitive, and climate-resilient livestock market infrastructure that is technically sound and appropriate for the pastoralist and agro-pastoralist systems in the target locations.
4. Preparation of architectural, structural, civil/site works, electrical, and mechanical designs.
5. Preparation of detailed bill of quantities (BOQs) including an engineer’s cost estimate, and technical specifications of Works Documents. Engineer’s Estimates for Construction Costs and total investment cost of a Contract package is Confidential. It is strictly prohibited to anyone, having prepared, or having access to this information, to disclose it to others. The Confidential Engineer’s Estimates of Construction Costs shall be prepared based on actual market prices.
