1\. Background and rationale

1.1. Organizational context Young people constitute a substantial share of Somaliland's population and are central to its social, economic and civic development. Established in 2003, SONYO Umbrella serves as a national platform for coordinating and representing youth organizations and youth priorities in engagement with government institutions, development partners, civil society and the private sector. SONYO works with more than 56 member organizations across Somaliland. Its effectiveness therefore depends on strong governance, capable staff, reliable operational systems and credible mechanisms for coordinating and supporting its membership.

## 1.2. Purpose of the assessment SONYO is commissioning an Institutional Capacity Assessment to identify institutional strengths, operational constraints and priority reforms. The assessment will examine workforce competencies, governance arrangements, organizational systems, technical capacity, safeguards and risk management. Its findings will inform a practical and costed three-year Capacity Development Plan.

 ## 2\. Objective of the assignment The objective of the assignment is to assess SONYO’s institutional, organizational and programme delivery capacity, identify strengths, gaps and priority areas for improvement, and develop a practical, sequenced and costed three-year Capacity Development Plan to strengthen its overall effectiveness, sustainability and ability to deliver on its strategic mandate.

 1. The specific objectives are to:

 * Assess governance, leadership and organizational capacity, including strategic management, organizational structure, human resource systems, staff competencies and performance management, and identify priority institutional and workforce capacity gaps.

* Evaluate the effectiveness of institutional and operational systems, including administration, financial management, procurement, information management, data protection, internal controls and organizational accountability.

 * Assess programme management and technical delivery capacity, including programme design, implementation, monitoring, evaluation, accountability and learning (MEAL), across SONYO’s thematic areas of advocacy and civic engagement, livelihoods and technical and vocational education and training (TVET), youth participation, and climate resilience.

* Examine external engagement and membership support systems, including stakeholder engagement, partnerships, resource mobilization, communication and visibility, and the coordination, representation and accountability of member organizations.

Assess safeguarding, inclusion, compliance and institutional risk management, identifying key institutional, operational and reputational risks and recommending appropriate mitigation measures.

* Develop a comprehensive, costed three-year Capacity Development Plan that translates assessment findings into prioritized and sequenced interventions, with clear timelines, responsible parties, measurable indicators, estimated resource requirements and implementation arrangements.
