REVIEW AND DEVELOPMENT OF MIDWIFERY TRAINING CURRICULUM FOR SOS COLLEGE OF HEALTH SCIENCE, MOGADISHU-SOMALIA
1.0 CONTEXT AND RATIONALE
1.1 About SOS Children’s Villages
SOS Children’s Villages Somalia chapter was established in 1984 as a grassroots response to deficiencies in the provision of caring, secure, and supportive foster care system for children who have lost parental care or at risk of losing in Somalia. As members of a Global Federation, SOS CV Somalia is committed to applying the Federation's statutes, standards for quality childcare, and stringent financial and administrative practices. SOS CV Somalia is committed to the welfare of children who lost parental care or at risk of losing parental care – often ensuring that children grow up in a loving family environment and strengthening families and communities as a preventive measure in the fight against child abandonment and social negligence. In Ensuring child safeguarding is mainstreamed across SOS programming and interventions, SOS Children’s Villages Somalia created and maintained a caring and protective environment, which promoted its core values, and prevents and addresses child abuse and exploitation. this included human resources development actions such as training and counselling. In this effort, SOS CV Somalia established and trained certified safeguarding investigation team, Ensures safe recruitment in all program locations and enhanced skills and knowledge on PSHEA and CS for Program. Moreover, SOS Children’s Villages currently operates in five regions in Somalia — Banadir, Bay, Bakool, Lower Shabelle, and Middle Shabelle — delivering comprehensive, multisectoral programs in child care, health, nutrition, protection, WASH, and education.
1.2 Description of programme location and context
In partnership with the Federal Ministry of Health and the Ministry of Education, Culture, and Higher Education, the SOS College of Health Sciences (Kulliyadda Culuumta Caafimaadka SOS) has been a cornerstone of health education in Somalia for over 25 years. Committed to excellence in training, the college has graduated more than 600 health professionals, many of whom are now serving in key healthcare roles across the country — from frontline providers to leadership positions. Over the years, the college has emerged as a centre of excellence, renowned for its rigorous academic standards, skilled faculty, and its vital contribution to strengthening Somalia’s health workforce.
The college’s main campus is located in Heliwa District, Mogadishu, and offers a range of health science programs at diploma, bachelor’s, and postgraduate levels. Key areas of study include Nursing, Midwifery, and Public Health, among others, aimed at building a competent and responsive health workforce for Somalia.
1.3 Rationale and overall objective of curriculum review
The main purpose of the consultancy is to review and redesign the midwifery training curriculum of SOS College of Health Sciences, ensuring its alignment with national priorities, international standards, and the evolving healthcare needs of Somalia.
The specific objectives of the assignment are to:
Formulate competency statements and expected learning outcomes in alignment with the standards of competency-based midwifery education, using the International Confederation of Midwives (ICM) Essential Competencies framework.
Develop a theoretical instructional framework that outlines modules and module units, ensuring comprehensive coverage of relevant content within a structured format.
Design innovative instructional approaches and media to support active teaching, learning, and assessment strategies suitable for adult and professional learners.
Establish valid and reliable assessment and evaluation methods that effectively measure the achievement of competencies and learning outcomes.
Compile a comprehensive, up-to-date list of reference and resource materials, presented in an appropriate scholarly format (e.g., Harvard or APA style), to support both theoretical and clinical learning.
1.4 Instruction to bidders
Bidders are invited to submit their proposals for the review and redesign of the Bachelor of Science in Midwifery curriculum at SOS College of Health Sciences, located in Heliwa District, Mogadishu, Somalia. This call for proposals is open to all eligible national and international suppliers, including independent consultants and legally registered firms, capable of delivering the required services.
All costs associated with the preparation and submission of the proposal shall be borne by the bidder. These costs are not reimbursable and cannot be included as a direct cost of the assignment.
Proposals, along with all supporting documents, must be submitted in English, and the financial proposal must be quoted in US dollars.
1.5 Process of Submission of Bids
To facilitate submission, proposals must be stamped, signed, and submitted electronically in PDF format to: procurement@sossomalia.org. Electronic submissions are preferred.

During evaluation, only technical proposals will be reviewed initially. Financial proposals will be opened only for those shortlisted based on the technical assessment.

1.7 Deadline for submission
The proposal has to be received by latest on 30th September 2025 by the end of the day. Proposals received after the deadline will be considered.
