This request for expression of interest follows the General Procurement Notice for this project that appeared in United Nations Development Business No. AfDB-P2124511-07/24 of 1 July 2024 and African Development Bank (AfDB) internet website on 2 July 2024.
The Government of Somaliland has received financing from the African Development Fund (ADF) towards the cost of Multinational Project- Somaliland/Djibouti- Nagad -Loyada/Lowyaddo- Borama Road Phase 1 Upgrading Project and intends to apply part of proceeds for these grants to make eligible payments under the contract for Consultancy Services for Construction Supervision of Lot 1 Lowyaddo – Zeila Road Section (30km) to Bituminous Standard.
The services include: (i) To review the design to accommodate any findings during implementation and ensure that the road is constructed in accordance with the General and Particular Conditions of Contract, the Technical Specifications and Engineering Drawings. (ii) To optimize the use of available material resources to minimize costs to the Employer or to maximize the quality of Works or to expedite construction. (iii) To ensure that the road is constructed within the Contract Price and Time allowed for Completion under the Contract. (iv). The contract period is 27 months comprising of 15 months of Construction Period, 12 months of DNP.
The Somaliland Roads Development Agency (RDA) now invites eligible consulting firms to indicate their interest in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, evidence from Clients of similar assignments undertaken, etc.). Consultants may constitute joint ventures/associate to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org. Recipients are under no obligation to shortlist any consultant who expresses interest.
Interested consultants may obtain further information and clarifications at the address below during office hours 08:30 – 16:00hours local time on Saturdays – Wednesdays, and 08:00 – 13:00 hours local time on Thursdays except on Public Holidays.
