Strengthening Feed and Fodder Market System to Enhance the Resilience Capacity of Pastoral and Agro-pastoral Communities in RLP Targeted Areas
Mercy Corps is an international, non-governmental humanitarian relief and development organization that exists to alleviate suffering and poverty by helping people build secure, productive, and sustainable community-driven changes.
The objective of this Call for Applications is to strengthen the feed and fodder market system to enhance the resilience of pastoral and agro-pastoral communities in the RLP target areas within the Galkayo corridor (Mudug, Nugal, and Bari regions of Puntland).
RLP is welcoming applications from existing fodder producer and trader cooperatives, small, medium, and large commercial fodder producers, feed retailers, feed agro-processing industries, feed processing cooperatives, and other feed or fodder-related enterprises that are interested in expanding their businesses by building capacity and networking to improve access to quality feed and fodder for livestock producers, quarantine stations, commercial camel and cattle dairy farms, and fattening farms/feedlots.
Criteria of selection
• Existing and operational feed and fodder enterprises in the program-target areas.
• To the minimum, the applicant should be in operation of the business for at least six consecutive months before the date of the application in and/or around RLP target areas.
• Should be legally registered under Puntland laws and policies and should have renewed business licenses.
• Committed and have the financial means/resources to contribute to implement proposed business ideas. Willingness to cost-share the total investment cost of the planned activity.
• Commitment/interest to work with small scale feed and fodder producers (mostly women and youth) and other actors along the Galkayo livestock trade corridor (Puntland).
• Clear understanding of feed and/or fodder enterprises and have a clear business model that supports creating better access and uses of service to wider communities.
• Commitment to share information related to the service and the business operation (when required) with Mercy Corps.

Expression of interest (proposal) that contains both technical and financial proposals as per the format provided in the RFA shall be submitted via email or hard copy in a sealed envelope of the Application and required documentation starting from October 28th 2025, through the following contacts

• The deadline for submission is open until the end of the first phase of RLP Program in 2027 and applications will be reviewed in rolling bases. So, we encourage relevant private sector actors to submit their applications as soon as possible.
• The financial proposal should be in United States Dollars (USD) that indicates the total amount of investment, expected contribution from Mercy Corps, and own source.
• Mercy Corps reserves the right to reject the bid fully or partially.
