The Government of Somaliland has receivedfinancing from the World Bank toward the cost of the Somali Water for Rural Resilience (SWRR), or “Barwaaqo” Project, and intends to apply part of the proceeds toward payments under the contract for Rangland rehabilitations of Four villages (Geed-Abeera, Garabis, Boodhley and Karin Shabeel Villages) in MaroodiJeeh Region.: “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”

The Ministry of Planning and National Development, Government of Somalilandnow invites sealed Bids from eligible Bidders for Rangland rehabilitations of Four villages (Geed-Abeera, Garabis, Boodhley and Karin Shabeel Villages) in MaroodiJeeh Region. The time for completion of the contract is One year (12 months).

How To Apply

3.Bidding will be conducted through National competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020, September 2023 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

4.Interested eligible Bidders may obtain further information from Barwaaqo Project Office at Ministry of Planning and National Development, barwaaqopiu.procurement@gmail.com and copy to mohamoud.qawdhan2@gmail.com and inspect the bidding document during office hours 8.00am to 3.00pm Saturday to Thursday every week exclusive of public holidays at the address given below.

5.The bidding document in English may be obtained free of cost by interested eligible bidders upon the submission of a written application to the e-mail address above.

6.Bids must be delivered to the address below on or before 30th October, 2025 10:00 am Hrs. Hargeisa time on . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 30th October, 2025 10:00 am Hrs. Hargeisa time on the same date as of bid submission date.

7.All Bids must be accompanied by a BID-SECURING DECLARATION using the form included in Section IV, Bidding Forms.

8.Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
