1. Objectives of the position
The aims of the job are to provide the project management with direct support with theprofessional implementation and development of programmes and projects on the basis ofspecified directives in terms of content, schedule and budget and on the basis of the
regional and sectoral portfolio.The Expert is responsible for professionally implementing the project activities delegated
by the project management.
2. Duties and area of responsibility
2.1. Duties with own area of responsibility
• The Expert is responsible for ensuring that storage facilities are fully functioning
(spare parts, consumables, etc.) and are correctly managed
2.2 Duties without own area of responsibility
• Ensuring that material resources are correctly planned in agreement with the Head of
Project and the Finance Officer for projects
• Helping the project management with general project planning in terms of specialist
requirements
• Professional coordination and ongoing examination of work that has been carried out
• Involvement in the planning and processing of local purchases, storage,
transportation, distribution and use of funds, incl. documentation in accordance with
Welthungerhilfe standards and the respective specifications and requirements of the
project and co-financers
• Purchasing and transferring necessary spare parts as required in agreement with the
Head of Project and Finance Officer for projects
• Helping Head of Project establish financial and material requirements
• Supervising, advising and training national staff in terms of project-related, specialist
issues
• Involvement in the preparation and monthly revision of operational plan
• Involvement in the preparation of regular reports about the project's progress and on-
site developments
• Helping the Head of Project ensure the correct use of funds in accordance with
Welthungerhilfe directives and with contractual agreements with co-financers
• Vehicle fleet management (allocating vehicles and drivers, updating relevant papers,
insurance policies, licenses that are customary in the country, etc.)
• Coordination / management of relevant communication facilities (radio
communication)
• Maintenance of inventories
• Coordination of purchases via the procurement group
• Planning and organising imported goods (import regulations, customs handling)
• Organisation of office premises / guesthouse, storage facilities, (identification of
appropriate buildings, furnishings and fittings, maintenance)
• Organisation of transportation and accommodation for visitors (Head Office,
journalists, donors) flight/hotel reservations
• Fulfillment of any other tasks which are assigned by the management and correspond
in general with the character of this position
2.3 Specific Activities and duties of the position
To be filled in or described individually by the Country Director or immediate superior
1. Supporting periodic and perpetual physical verification of both inventory and assets
2. Train staff on logistics and fleet procedures and processes and hold them
accountable for compliance with the same.
3. Managing relations with suppliers/contractor/service providers during the contract
implementation period
4. Ensuring the correct closure of each procurement procedure by making sure the
relevant completion/handover certificate is filled out
5. Managing procurement files in accordance with WHH RAC procedures and
requirements
6. Responsible for Due Diligence checks (supplier references, site visits, historical
data, anti-terrorism compliance) for Authorized Suppliers and Contracted Suppliers
7. Conduct regular market surveys in key procurement categories to ensure that WHH
is receiving best value for money
8. Ensure the procurement tracker, SPR database, contract database, and invoice
trackers are updated daily during procurement execution.
9. Take responsibility for setting up and maintaining an accurate and up-to-date
filing system for the project and the office using acceptable archiving standards carried by
Logistics officer (Filing all documents/correspondences under her/his jurisdiction and
updating the file index).
