Brief Introduction

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), is implementing various projects in Somalia, across multiple sectors and regions. One of the projects is the GIZ Regional Programme “Improving the Prevention of Female Genital Mutilation” which aims to support national, regional, and local actors working on the prevention of Female Genital Mutilation (FGM) and other forms of Gender-Based Violence (GBV) in the Horn of Africa. The programme's target groups are girls and women at risk of FGM and GBV in selected regions of Ethiopia, Somalia, and Sudan, where FGM is particularly prevalent. This includes Afar and the Somali region in Ethiopia, as well as Somaliland, Puntland, Jubaland (Kismayo), and Banadir (Mogadishu) in Somalia. In Sudan, the project targets Gedaref and Kassala.
The FGM-Prev programme operates around three main outputs:
1. Strengthening institutional capacities
2. Increasing cooperation
3. Empowering community members to challenge their attitudes towards FGM and gender-based violence (GBV) such as child marriage.
At the heart of its efforts, the FGM-Prev programme works closely with public institutions and civil society organisations to systematically transform harmful social norms and strengthen the prevention of FGM and GBV. From impactful information and awareness raising campaigns to embedding prevention measures into national policies, the programme ensures that FGM and GBV remain firmly on the political agenda.
Equally important is the programme’s close collaboration with community-based organisations. By challenging patriarchal norms and power imbalances, these organisations play a key role in dismantling the roots of FGM and GBV, paving the way for safer and more equitable communities.
The programme is Project is seeking to recruit a Junior Junior Technical Advisor based in Hargeisa Somaliland.
Responsibilities
➢ Support the project implementation, monitoring, and evaluation at the field level.
➢ Support maintaining effective relations with local implementing partners including the political partner and the partners of the COIN-Fund and Generational dialogue component.
➢ Responsible for ensuring timely completion and submission of quarterly reports by the implementing partners on all aspects of the implementation and progress according to available reporting templates and monitoring and supporting the performance of activities in the field as per project operational plans and indicators.
➢ Organize and schedule technical meetings with the relevant program team and coordination meetings at the field level between COIN-Fund and Generational dialogue partners.
➢ Regularly draws up a list of forthcoming meetings and events.
➢ Supports operational planning activities of the project, ensures timely completion of all activities, and tracks the progress, especially on component three.
➢ Conducts regular visits to project sites to review progress and program quality.
➢ Assists the Project’s Component manager for Somalia in preparing regular project progress reports.
➢ Coordinates the records management of the project for Somalia and Somaliland with colleagues in SOKO administration cluster and those in the region..
➢ Coordinates and assists in preparing and conducting projects and other activities required for implementing these components.
➢ Works closely with the Project Component manager, Technical Advisor in Puntland, Technical Advisor in Juballand, and other technical staff of the regional office.
➢ Coordinates with the implementing partner CBOs.
➢ Assist the Project M&E specialist and the technical team in designing, coordinating, and conducting project monitoring and evaluations (mid- and end-term).
➢ Assists the project with all organizational and office management issues.
➢ Coordinate with the Service Unit for the administration tasks.
➢ Support the communication team for the communication cooperate design IEC, project publications and success stories.
Other duties/additional tasks
• Perform other duties and tasks at the request of the Head of the Project and the Project Component Manager.
➢ Bachelor's in Business Management and Administration or Social Science (Public health, Gender Studies).
➢ 3 years of experience of working with international development cooperation
➢ Proven experience in designing, coordinating and conducting the M&E activities.
➢ Proficiency of English language
➢ Willingness to travel frequently to project sites and work in challenging environments.
➢ Commitment to upholding the principles of gender equality, human rights, and social inclusion.
➢ Good communication skills, both written and verbal.
➢ Ability to work in a team and manage multiple tasks efficiently.
➢ Attention to detail and a proactive approach to problem-solving.
➢ Willingness to upskill as required by the tasks to be performed and work full time (40 hours per week)
