BACKGROUND AND CONTEXT
Windle International Somalia (WISOM) is a leading development organization dedicated to advancing equitable access to quality education and fostering sustainable development across Somalia's most marginalized and displacement-affected communities. Established on the foundational principle that quality education constitutes an essential pathway for addressing Africa's development challenges, Windle International Somalia implements comprehensive, integrated programs encompassing Education, Training, WASH (Water, Sanitation, and Hygiene), Climate Adaptation, Peace Building, and Community Resilience initiatives.
This initiative is positioned within the Advancing Circular Technologies for Infrastructure and Value-chain Enhancement in Somalia (ACTIVE) project, a 40-month European Commission-funded intervention implemented by the Adventist Development and Relief Agency (ADRA UK) in partnership with Windle International Somalia and the Rural Education and Agriculture Development Organisation (READO). The ACTIVE project operates across six regional administrations—Banadir, Hirshabelle, Jubbaland, Southwest, Puntland, and Somaliland—with the overarching objective of enhancing renewable energy access and developing climate-resilient agri-food value chains. The project directly supports Somalia's Nationally Determined Contributions (NDCs) by targeting a conditional reduction of 30% greenhouse gas emissions compared to a Business-As-Usual scenario by 2030, thereby contributing to the broader objective of sustainable economic growth grounded in climate resilience, renewable energy integration, and circular economy principles.
Somalia faces a severe and chronic water crisis that profoundly constrains pastoral livelihoods, human health, and agricultural productivity. Currently, only 55.9 percent of the urban population and 35.7 percent of the rural population have access to piped water or improved sources such as boreholes, leaving the majority of Somalia's population dependent on non-improved water sources characterized by contamination, salinity, and unreliability. Water scarcity in Somalia is compounded by recurrent droughts, inadequate water infrastructure, limited regulation of water service providers, and extremely high costs associated with water provision.
Puntland, characterized by semi-arid livelihood zones with concentrated pastoral and agro-pastoral populations, experiences particular vulnerability to water scarcity. The region faces chronic vulnerability to climate shocks, with recurrent droughts and water stress creating acute humanitarian challenges while severely constraining pastoral production systems.
Water access constitutes a foundational component of Somalia's broader livestock and agri-food value chains, providing essential resources for human consumption, livestock production, and agricultural processing activities. Access to safe drinking water is essential not only for immediate human survival and health but also for supporting productive economic activities that generate household income and community resilience. The water sector is explicitly integrated within the ACTIVE project's broader value chain development strategy, recognizing that reliable water access enables the functionality of all other value chain components, from livestock production through processing and marketing.
