1. Organization Background.
Taakulo Somaliland Community Commonly known by the acronym “TAAKULO”. Taakulo is a multifaceted non-governmental, non-profit making, non-political and non-partisan development and humanitarian aid organization established in 2007 and headquartered in Hargeisa, Somaliland. Taakulo is a Somali word meaning “helping/aiding”. Working in partnership with UN, international, and National organizations, Taakulo is dedicated to helping the disadvantaged people and communities throughout Somaliland by engaging in development and related activities and providing relief support and assistance, facilitating, and promoting participatory local community activities and programs that emphasize human dignity and self-reliance.
2. Project Background
Access to safe and adequate water remains one of the most critical challenges facing communities in Dararweyn and surrounding areas. The available groundwater sources are highly saline and unsuitable for human consumption without treatment. Recurrent droughts, increasing water demand, environmental degradation, and inadequate water infrastructure have further exacerbated water scarcity, negatively affecting public health, livelihoods, and the resilience of local communities.
The lack of reliable access to safe drinking water forces households to depend on expensive water trucking services or unsafe water sources, increasing the risk of waterborne diseases and placing a significant burden on vulnerable groups, particularly women, children, elderly persons, and people with disabilities. Limited water availability also affects livestock production, household sanitation, and overall socio-economic development.
To address these challenges, Taakulo Somali Community (TASCO), in partnership with SOS through SOMJR 26 project, will implement the Construction of the Dararweyn Water Storage and Desalination System Project. The project aims to establish a sustainable water supply system through the construction and installation of a modern desalination plant, water storage infrastructure, solar-powered energy systems, distribution pipelines, and protective fencing.
The intervention will enable the treatment of saline water into safe drinking water and provide reliable access to clean water for households, schools, health facilities, and other community institutions. The use of solar energy will ensure environmentally sustainable operations while reducing long-term operational costs. Community participation will be integrated throughout project implementation to promote local ownership, accountability, and sustainability.
3. Tender Objective
The overall objective of this tender is to improve access to safe, clean, and sustainable drinking water for the Dararweyn community through the construction of a Water Storage and Desalination System.
Bid announcement date is 20th Augus 2026, The deadline of the submission is the Thursday, 27th August 2026 to Taakulo office, Buurta Kalajeexan area, behind Ilyes Secondary School, Hargeisa Somaliland.
