INVITATION TO PRE-QUALIFICATION CONTRACTORS TO PERFORM CONSTRUCTION OR REHABILITATION OF BERKADS, SCHOOLS, SHALLOW WELLS, EARTH DAMS ETC, IN SOMALILAND.

ABOUT ACTIONAID INTERNATIONAL SOMALILAND

ActionAid International is a global justice Federation working in about 70 countries across the world to achieve social justice, gender equality and poverty eradication. ActionAid is currently registered in Somaliland with the Ministry of National Planning and Development. We have been operating in Somaliland for over 32 years with most operations concentrated in 4 out of 6 regions in Somaliland. We work directly in many communities across our operational areas with people’s organizations, women’s movements, youth activists, and networks, social movements, and other allies to overcome the structural causes and consequences of poverty and injustice. We connect the work we do at community level with broader efforts and struggles for justice at the national, regional, and global level to make the greatest contribution towards a just, equitable and sustainable world.

1. INTRODUCTION

ActionAid International Somaliland is soliciting expressions of interest and submission of prequalification applications from experienced contractors for performing construction and rehabilitation of Berkads, schools, shallow wells and earth dams in Somaliland. 

2. PROJECT DESCRIPTION

ActionAid is implementing livelihood projects with construction activities in Somaliland regions. Therefore, the work that the contractors are expected to perform mainly include the construction and rehabilitation of the following activities: 

• Schools

• Berkads

• Shallow wells

• Dams

• Gabions

3. INTENT OF PRE-QUALIFICATION

The intent of this pre-qualification process is to select a short list of contractors who:

• Meet the eligibility and qualification requirements as stipulated herein;

• Have technical expertise, management and workload capacity to perform the work in a timely manner.

4. INSTRUCTIONS TO APPLICANTS

Eligibility:

• The pre-qualification is open to national contractors that are registered with the relevant Ministries of Somaliland.

• A bidder must have an acceptable history of working proactively to avoid litigation

• Provide a minimum of 5 years' experience for similar construction activities done for INGOs/NNGOs/UN Agencies with evidence.

• Tax Clearance/ permit letter indicating government taxation payment 

• Provide Profile of the Company

• Details of Board of Directors and Core staff of the company 

• Submit Valid Company License and registration Certificate

• Provide Certificate of Ownership of the Company or any equivalent document. 

• Provide ID/Passport copies for owner/s

• All applicants should submit their bank statements for the last 12 months. 

• ActionAid reserves the right to check other sources available to verify information submitted in the pre-qualification applications. If an Applicant knowingly makes a misrepresentation, or an omission of a material fact, in submitting information to ActionAid, such misrepresentation or omission may be sufficient ground for denying prequalification to that applicant, rescinding the Applicant is prequalification. 

• All information shall be in the English language, and any information submitted in other languages will not be considered.

• The applicant must demonstrate that he/she has financial strength, technical expertise, management capacity and workload capacity to perform the assigned work in a timely manner.
• Applications should include all documents stated in the eligibility section above. 
• The applicants will be evaluated based on the information provided in response to the pre-qualification.
