INSTRUCTIONS TO BIDDERS
A. GENERAL
1.Scope of Bid
1.1 HA-Somalia invites bids for the Strategic Borehole Construction (borehole drilling, water
facilities, and support infrastructure development project in Lawile, Bulo-aygarey and
Waranle, Baidoa, Southwest State, Somalia.
1.2 The material/goods are specified in greater details in the Sub Section of the Bid
Documents.
1.3 The successful Bidderis expected to complete the supply by the Intended Completion date
which is given in the section II, effective from the signing of Contract.
2.Eligible Bidders
2.1 This Invitation for Bids is open to companies with experience in Borehole Construction
(borehole drilling, water facilities, and support infrastructure development project in
Lawile, Bulo-aygarey and Waranle, Baidoa, Southwest State, Somalia.
2.2 Bidders shall not be under a declaration of ineligibility for corrupt, fraudulent and coercive
practices issued by HA-Somalia.
2.3 Bidders shall not be involved in criminal acts/activities or associated with individuals
and/or entities associated with criminal activities.
3.Corrupt, Fraudulent, Collusive and Coercive Practices
3.1 HA-Somalia requires that all; HA-Somalia staff, bidders, suppliers or distributors, observe
the highest standard of ethics during procurement and execution of all contracts. HASomalia shall reject any Bids put forward by Bidders or where applicable terminate their
contract, if it is determined that they have engaged in corrupt, fraudulent, collusive or
coercive practices.
4. The selection criteria for strategic borehole construction (borehole drilling, water facilities,
and support infrastructure development project in Lawile, Bulo-aygarey and Waranle, Baidoa,
Southwest State, Somalia.
4.1 Hydrogeological and Geophysical Assessment Requirement (Revised):
Human Appeal and a qualified external company have already conducted comprehensive
hydrogeological and geophysical assessments for the targeted locations (Lawile,
Bulo‑Aygarey, and Waranle).
These assessments identify aquifer potential, expected drilling depth, geological
formations, groundwater yield, and water quality suitability.
The full hydrogeological assessment report will be shared only with the awarded contractor
to guide accurate drilling and installation works.
No drilling activities may begin until the awarded company has reviewed and

acknowledged the findings of the assessment.
The contractor must adhere strictly to all depth recommendations, casing specifications,
screen intervals, and drilling methodologies indicated in the assessment.
Any deviation from the hydrogeological recommendations must be approved by Human
Appeal’s technical team.
The company must conduct full hydrogeological and geophysical surveys before drilling
to identify the exact aquifer depth, yield potential, and water quality suitability.
All assessments must be performed by certified hydrogeologists and documented in a
professional report.
No drilling will proceed without the approval of the hydrogeological assessment.
4.2 Hydrogeological Suitability of the Site:
Verified availability of productive aquifers.
Water quality likely to meet WHO and national standards.
Low risk of contamination from waste, flood zones, or pit latrines.
4.3 Technical Capacity and Workmanship Standards:
Demonstrated ability to drill deep boreholes (up to 200m or more).
Skilled and certified drilling team, technicians, welders, and masons.
Proven experience in structural works such as water tanks, generator rooms, kiosks, and
fencing.
Workmanship must meet international WASH standards and engineering best practices.
4.4 Compliance with Specifications and Materials Standards:
All materials must meet the technical specifications outlined in the BOQ, including:
Standard‑rated UPVC/steel casings
High‑pressure pipes
Reinforced concrete structural elements
Approved valves, fittings, and accessories
Only high‑quality, durable materials will be accepted.
4.5 Quality Assurance and Quality Control (QA/QC) Requirements:
The company must implement a project specific QA/QC plan, including:
Material testing and verification
Concrete mix tests and curing processes
Borehole development and test pumping procedures
Water quality testing through accredited laboratories
Submission of a borehole completion report, including logs, yield tests, and water quality
results.
4.6 Occupational Health, Safety & Environmental Protection:
Implementation of a full Health, Safety, and Environmental (HSE) plan.
Use of PPE for all staff on site.
Safe fuel, chemical, and equipment handling.

Environmentally responsible waste management and minimal site disturbance.
4.7 Equipment, Tools & Machinery Capability:
Availability of a functional, high-capacity drilling rig capable of 200m+ drilling.
Support machinery such as compressors, generators, welding tools, and lifting equipment.
Backup equipment to prevent downtime.
Ownership or verifiable lease agreements for all machines.
4.8 Delivery Timeline and Work Plan:
Submission of a realistic and detailed work plan covering:
Drilling schedule
Construction of water tanks, kiosks, fencing, and generator/guard rooms
Pipeline installation
Testing and commissioning
Ability to complete the project within the required timeframe.
4.9 Financial Capacity and Pricing Consistency:
Demonstrated financial strength to mobilize equipment and staff.
Pricing must be consistent, competitive, and aligned with market rates.
No hidden or additional charges allowed.
4.10 Legal Requirements and Registration:
Valid business registration in Somalia.
Updated tax compliance certificates.
Licenses required for drilling, construction, and environmental compliance.
Proof of registration with relevant ministries or authorities.
4.11 Past Performance and Experience:
Proven track record in:
Borehole drilling
Elevated tank construction
Pipeline extension
Water kiosks and animal trough construction
Positive reference letters from previous clients.
Successful completion of similar projects in Southwest State or other regions.
4.12 Accessibility and Security of the Area:
Ability to mobilize equipment safely to Lawile, Bulo-Aygarey, and Waranle.
Understanding of the security context and mitigation plans.
All-weather access for future operation and maintenance.
4.13 Commitment to Community and Cultural Considerations:
Engagement with community leaders before and during implementation.
Respect for local customs, land ownership, and community structures.
Willingness to train water committees and promote community ownership.

4.14 Environmental & Social Safeguards:
Avoiding environmental degradation and ensuring responsible site selection.
No displacement or disruption of community livelihoods.
Ensuring equitable access to water services.
4.15 Requirement for Successful Water Striking (Water at No Extra Cost):
The company must strike water during drilling without requesting any additional
payment.
Payment will not be made for dry boreholes.
Contractors must assume the full risk of drilling failure.
Only fully productive boreholes will be accepted.
4.16 Operation, Maintenance & Sustainability Potential:
Ability to provide training to water management committees.
Availability of after-sales support and technical assistance.
Provisions for future integration with solar systems if needed.
4.17 Additional Project-Specific Considerations (As per section ii):
The selection will also consider the contractor’s ability to construct:
Hydrological Survey, Drilling and Equipping
Construction of 48 meter cubes elevated water tank
Two Construction of water Kiosk
Fencing with piped wired 80m by 40 meter
Procurement of Genarator 48KWA
Construction of two Animal trough for (Cattles/goats/Sheeps and Camel) as per
design
Pipeline Extension
Generator Room and guard room
