1. The Somaliland Development Fund – Phase 3 (SDF3) covers the period 2025-2028, with the
   possibility of a two-year extension. SDF3 aims to strengthen the climate resilience of vulnerable
   communities in Somaliland while creating increased income and job opportunities, thereby helping
   to reduce poverty. SDF3’s ambitions are aligned with NDP3 and reflect the priorities set out in
   Somaliland Vision 2030. Funding is currently provided by Denmark, Norway and the United Kingdom.
2. The SDF has allocated funds to various Ministries and Agencies for the implementation of projects
   in different regions of Somaliland. The Ministries and Agencies as well as the SDF Secretariat intends
   to engage the services of a qualified firm to provide Motor Vehicle Hire Services covering all regions
   of Somaliland for a period commencing 1 February 2026 to 31 March 2028. This bid is identified as
   Motor Vehicle Hire Services: P103-013. Detailed bidding requirements are provided in the Bidding
   Document.
3. Bidding will be conducted in accordance with Request for Bids (RFB) for Non-Consulting Services
   as specified in the SDF Procurement Manual October 2025 and is open to all eligible Bidders. The
   manual can be found at SDF3 - Procurement Manual.pdf.
4. . The Somaliland Development Fund Secretariat now invites sealed bids from eligible and qualified
   bidders for the provision of Motor Vehicle Hire Services as described in detail the bidding documents.
