Action Against Hunger is part of the Action Against Hunger International network. As an independent NGO, Action Against Hunger currently manages operations in 8 countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia, and Haiti.

Purpose:

The Gender Manager will provide technical leadership to ensure gender equality and gender mainstreaming are systematically integrated throughout the Caafimaad+ Childhood Immunization Program. The position will identify and address gender-related barriers to immunization, particularly among zero-dose and under-immunized children in hard-to-reach communities, and ensure that program design, implementation, budgeting, monitoring, accountability and learning are gender-responsive, inclusive and aligned with government and consortium standards.

Engagement:

Lead stakeholder engagement and support the effective delivery of gender-responsive immunization interventions. Work with government, partners, communities and frontline teams to identify gender barriers, implement practical solutions, ensure gender priorities are integrated into program activities, and monitor progress to strengthen inclusive and equitable immunization outcomes

Delivery:

Ensure effective implementation of gender-responsive interventions across the Caafimaad+ program by translating gender priorities into practical actions, supporting program teams and partners, monitoring implementation, addressing gaps, and ensuring measurable improvements in equitable access to immunization.

Essential Job Functions

• Gender analysis and program design: Conduct gender and social-norms analysis to identify barriers related to access, mobility, decision-making, caregiving responsibilities, information and service utilization, and integrate findings into program strategies and district micro-plans.
• Gender mainstreaming: Ensure gender considerations are incorporated across program planning, budgeting, implementation, supervision, MEAL, accountability, reporting, and learning.
• Gender-responsive immunization: Advise on outreach locations, timing, service delivery approaches, staffing, and community engagement strategies to promote equitable access for girls and boys and the meaningful participation of women and men.
• Zero-dose and under-immunized children: Identify gender-related causes of missed, delayed or incomplete vaccination and support targeted solutions and follow-up mechanisms.
• Coordination and Representation: Participate in relevant Caafimaad+, governmental, and partner coordination forums. Share documented experiences on lessons, good practices and evidence on gender-responsive immunization.
• Community engagement and social norms: Support gender-sensitive communication and engagement with women, men, fathers, community leaders, religious leaders, women’s groups, CHWs and other community structures.
• Gender-Responsive MEAL and Reporting: Promote sex-disaggregated data, gender-sensitive indicators and gender-responsive monitoring, and use findings to inform program adaptation. Provide technical inputs to donor reports, programme reviews, proposals and strategic plans.
• Capacity strengthening: Train and mentor Caafimaad+ partners, program teams, CHWs and community mobilizers on gender mainstreaming and gender-responsive immunization.
• Protection and safeguarding: Coordinate with Protection functions to identify and mitigate gender-related protection risks and promote safe, inclusive and accountable programming.
• Research, learning and coordination: Contribute to operational research, learning and evidence generation on gender barriers to immunization and represent gender priorities in relevant consortium and government coordination forums.

Working Conditions, Travel, and Environment

• The duties of the job require regular job attendance of at least five days per week. Must be available to work outside regular office hours or on the weekends as needed by contact with the missions, mission security, or other obligations
• Must be able to travel as required for standard domestic and international business travel, as well as to the missions if appropriate. Based on the country’s office needs, the time spent on field trips will be a minimum of 30% of his/her working time. While visiting the field, the employee may be exposed to precarious settings under high security risks and/or fundamental living conditions and outside weather conditions.

Experiences and Qualifications

Education

• Master’s degree in Gender Studies, Social Sciences, Development Studies, Public Health, International Development or a related field.
• 3–5 years’ relevant experience in gender mainstreaming within humanitarian, health, nutrition, immunization or development programmes.
• Demonstrated experience conducting gender analysis and integrating gender into programme design, implementation and MEAL.
• Experience working in Somalia or similar fragile, conflict-affected or hard-to-reach settings.
• Experience working with communities on gender and social norms affecting access to services.
• Strong knowledge of gender equality, inclusion, safeguarding, PSEA and protection principles.
• Experience working with Consortium structures, NGOs, Government, and/or UN agencies is desirable.
