Background.
The Government Somaliland’s development history has evolved from 40 years of grassroots peacebuilding and state building. Over time, a resilient institutional structure has taken shape, in which modern and traditional institutions, religious authorities, the private sector, and civil society have worked together to ensure peace, stability and the delivery of basic services. Somaliland has received financing from the World Bank toward the cost of Enhancing Public Resource Management Project (SERP) and intends to apply part of the proceeds for consulting services.
The feasibility study is a comprehensive assessment of the practicality and potential of successfully establishing Citizen Access Points (CAPs) in Awdal, Togdheer and Sanaag regions. The rationale for conducting this study is to identify facilitating factors as well as potential problems or limitations that may hinder the project. The feasibility study is intended to help CSC optimize the establishment of CAPs and reduce risks that may be associated with the startup and running CAPS to facilitate for stakeholders to make informed decisions and minimize the chances of failure.

The Somaliland Ministry of Finance and Economic Development (MoF&ED) now invites the eligible consulting firm (“Consultants”) to indicate their interest in providing the Services. Core business of the firm and Minimum Five (5) years in business (general experience in conducting research on providing public service delivery, economic analysis, and community engagement strategies advice to government. Extensive experience in public/business administration, economics, development studies, or a related field. Valid business license from Somaliland Ministry of Commerce with tax clearance certificate and physical address in Somaliland.
Experience of conducting similar assignments (Deep knowledge and technical capacity in conducting feasibility studies and developing operational and financial models for public service initiatives, preferably in a developing context).
Experience of relevant services in government administrations and international donors; familiarity with the socio-economic and geographic context of Somaliland.
Technical and managerial organization of the firm. (Provide the structure of the organization and CVs of staff). Experts will be evaluated during the shortlisting stage, Skilled and experienced team of key experts, as required in the TOR.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018, November 2020, September 2023 and February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
