(One-Envelope Bidding Process)
The Ministry of Finance and Economic Development (MoF&ED) of the Somaliland, through the Government of Somaliland, has received financing from the World Bank toward the cost of the Enhancing Public Resource Management Project (SERP), and intends to apply part of the proceeds toward payments under the Contract for Physical Infrastructure for National Audit Office under SERP Project. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
ADDENDUM NO. 1 FOR Design of the Physical Infrastructure for National Audit Office in Hargeisa under SERP Project.
The following amendment is made to the issued bidding document for the above-mentioned contract title.
The provisions of this addendum shall be deemed to have been incorporated in and shall be read and construed as art of the main bidding document.

N/B: Interested eligible bidders may obtain the amended Bidding Document from the Ministry of Finance & Economic Development (MoF&ED) website using the link below.
3.Bidding will be conducted through National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018, November 2020 and November 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. In addition, please refer to paragraphs 3.14 setting forth the World Bank’s policy on conflict of interest.
4.Interested eligible Bidders may obtain The Bidding Document From The Website of MoF&ED- www.slmof.org and for further information from SERP Office, Ministry of Finance, and Economic Development HQ, Hargeisa District, Somaliland, email: procurementserp@gmail.com and copy mohamoud.omer@outlook.comand inspect the bidding documents during office hours 8:30 to 15:00 hours Hargeisa local time from Saturday to Thursday exclusive of public holidays.
5.A complete set of bidding documents in English may be obtained by interested eligible bidders upon the submission of a written application to the e-mail address above.
6.Bids must be delivered to the address below on 13:00 Hrs. Hargeisa time on 21th January 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 13:00 Hrs. Hargeisa time on to be updated at the time of issuing the RFB and should be same as bid submission deadline.
7.All Bids must be accompanied by a BID-SECURING DECLARATION using the form included in Section IV, Bidding Forms.
8.“Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
