Project Background:
World Vision International (WVI) has been implementing the Hobyo Integrated Health, Nutrition and WASH Project in the Hobyo and Eyl districts with funding support from World Vision Hong Kong. The programme aims to strengthen the resilience of vulnerable households and communities by addressing food insecurity, economic vulnerability, and environmental shocks. As part of the integrated livelihood, World Vision Puntland focuses on enhancing economic resilience through the Village Savings and Loan Association (VSLA) model. The project has established and supported 20 new VSLA groups in the Garowe and Eyl districts, providing members with training in financial literacy, savings and loan methodologies, and business skills. These initiatives empower households to save, access credit, and invest in income-generating activities. To further strengthen financial inclusion and sustainability, World Vision Puntland intends to partner with a Microfinance Institution (MFI) or Bank to manage and operate a Revolving Loan Fund (RLF).
This collaboration will ensure that VSLA members and project beneficiaries gain access to formal financial services, business start-up kits, and sustainable credit opportunities that promote long-term self-reliance and resilience. The Hobyo Integrated Health, Nutrition and WASH Project is a resilience-building project that supplements the inclusive resilience to vulnerable households to climate shocks project, funded by ACCF and AFDB. The project covers the Eyl and Garowe districts and focuses on natural resource management, climate-smart agriculture, and financial empowerment activities to improve economic resilience through the VSLA model. The project has established and supported 20 new VSLA groups across 10 villages in Eyl and Garowe districts, providing training in financial literacy, saving and loaning methodologies, and business management. To enhance financial inclusion and sustainability, WVI seeks to contract with a qualified Microfinance Institution (MFI) or Bank to manage a Revolving Loan Fund (RLF) that provides business skills training and links it to microfinance institutions/banks. The selected institution will manage, disburse, and monitor the revolving fund and provide business start-up grant kits through in-kind or Murabaha (Islamic financing) approaches. This intervention will strengthen linkages between VSLAs and formal financial institutions, enabling community members to access capital for micro-enterprises and fostering long-term resilience and self-reliance. World vision seeks a qualified financial institution (FI) to establish and administer a transparent, accountable revolving fund that will provide small loans and/or grants to eligible agro-pastoralist households and community groups across the target villages in the two districts. The FI will be responsible for fund custody, disbursement, recovery, record-keeping, financial reporting, and capacity building of local committees to ensure sustainability of the revolving mechanism

1. **Purpose, Scope and Objectives.**
The main objective is to identify and engage a reputable Microfinance Institution (MFI) or Bank to manage the Revolving Loan Fund (RLF) for Hobyo Integrated Health, Nutrition and WASH Project beneficiaries in 10 villages in the Eyl and Garowe Districts. The assignment will ## Specific Objectives: * Facilitate revolving fund loans to VSLA groups and ensure proper repayment mechanisms. * Provide business start-up grant kits through in-kind or Murabaha financing models. * Offer financial literacy, business mentorship, and entrepreneurship development services to VSLA members. * Strengthen linkages between VSLAs and financial institutions for long-term access to credit and financial inclusion. * Conduct participatory business consultations and co-design financial products (savings, lending, value chain financing, etc.) with women and youth in the Eyl and Garowe districts. * Provide technical mentorship on accessing formal services provided to organised youth and women VSLA groups. * Monitor and document the performance of established VSLA groups in targeted communities. #### Expected Results * Refresher training of Village Savings and Loan Associations (VSLA) groups to empower community members with the skills needed for effective financial management and group dynamics. * Continuous mentoring and coaching support are provided to these VSLA groups to ensure they are able to navigate challenges and maximize their financial potential, fostering a sustainable learning environment. * Development of tailored financial packages in collaboration with local financial institutions, ensuring that VSLA groups have access to the necessary resources for growth and stability. * Conducting consultations and co-designing products through workshops and forums, allowing community members to voice their needs and contribute to the creation of services that align with their financial goals. * Facilitation of revolving funds to promote ongoing economic activity within the community, enabling group members to access funds for personal or group projects, which further stimulates local enterprise and investment. 1. #### Evaluation Criteria and Rating The Selection of the firm will be made based on cumulative analysis (i.e., mandatory requirement and technical qualifications as follows: * Technical capacity & methodology — 40% (Appropriateness of fund management approach, MIS, controls, and operational plan.) * Financial proposal (cost-effectiveness & clarity) — 25% (Competitive and transparent fee structure; reasonable pass-through costs.) * Relevant experience and past performance — 15% (Experience managing donor/NGO revolving funds, microfinance, or similar.) * Internal controls, compliance & safeguarding measures — 10% (KYC/AML procedures, anti-fraud controls, segregation of duties.) * References & local presence/accessibility to target areas — 10% #### Mandatory requirements Applicants must submit the following documents as part of the application: * Central Bank registration certificate from Somalia * Commercial operating license from the Puntland state. * Tax clearance certificate from Puntland state #### More Details to be provided in full TOR after expression of the interest closes through provision online sourcing event **We hereby invite Expression of Interest from registered, approved and reputable Micro finance institutions to provide above-named services to World Vision Somalia.**
