Job Summary
Islamic Relief Ethiopia has received funding from DFID for a resilience building project to be implemented in Somali Regional State, Ethiopia. The project aim is to protect livestock and reduce mortality to strengthen the resilience of 3,000 pastoralist HH (19,800 individuals) to withstand drought shock through five pillars: livestock insurance, disease prevention, DRR technology, and water infrastructure and fodder production. The project will be implemented in Hargelle woreda targeting Cid-dhere, Dawacale, Dirinder, Hayir and Sogsog kebeles.
To successfully deliver on the target component of the project, IRE will require a DRR Officer who has knowledge, expertise and experience in Disaster Management, Preparedness, Response and technical skills in either of the following DRR/Resilience/Integrated WASH/Food Security knowledge.
Main Tasks and Responsibilities
· Work with Project Manager in leading IR disaster response activities in Hargelle field office
· Work with other project officers (Livelihood and WASH) and ensure that DRR activities are planned, implemented, and reported on time
· Work with the Woreda and Kebele administrators and community members in disaster preparedness, response and mitigation plans
· Work with GIS/RS in mapping hazards and advise IR project manager and government on the strengthening of early warning systems at woreda level and develop an early action to disaster management and response based on the data from the remote sensing
· Update and share reports on the humanitarian situation of the Hargelle woreda at organizational level and in the forums organized to mitigate and share information
· Build capacity of IR field team on disaster response assessment, vulnerability assessment, hazard mapping.
· Develop and manage beneficiary selection assessment including establishing criteria for the design, selection and response planning
· Working closely with the safeguarding and inclusion focal person on the ground, ensure disaster affected population are impartially provided the project support with response and their protection enhanced during the time they are within IR response intervention
· Working with the sector officers of the project, ensure that project interventions are implemented appropriately, and either alone, or an integrated way ensuring that continued responses are received by the affected population.
· In collaboration with woreda Disaster Risk Management office, develop and submit Monthly Humanitarian bulletin (on emergency intervention work)
· Provide support on implementing disaster preparedness plans
· Execute any other activity delegated by the project manager
Must have following competencies;
· Experience in humanitarian context
· Result-oriented and driven
· Technical knowledge in one of the Emergency sectors (WASH, FSL, Nutrition, DRR, NFI, CASH)

DURATION OF THE ASSIGNMENT
The duration of the assignment is 21 days, including travelling to Hargeisa to carry out the capacity assessment.
