Job Title : DEPUTY MEDICAL ACTIVITY MANAGER
Work Location : GURIEL_SOMALIA
Start date : AS SOON AS POSSIBLE
Length of contract : Fixed term (1year) 100% with 3 to 6 months’ probation period.
Main Purpose
Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population
Accountabilities
· Coordinating, assessing and supervising the proper functioning of the medical activities (HIV, TB STIs, SGBV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.
· Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
· Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are carried out correctly and according to MSF procedures.
· Ensuring an efficient pharmacy management and monitoring the rational use of them. In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs. Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
· Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participating in shifts and replaces a doctor, if necessary
· Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
· Participating in the monthly reports according to guidelines (i.e. SitReps, medical statistical reports, etc.).
MSF Section/Context Specific Accountabilities
A Deputy Medical Activity Manager assists a MAM in overseeing daily medical operations, ensuring high-quality patient care, managing medical staff and resources, and collaborating with local authorities and other partners.
Key responsibilities include managing administrative and logistical support for medical activities, ensuring the efficient and rational use of medical supplies and equipment, and participating in the planning, training, and performance evaluation of medical staff.
1. General areas of responsibility.
· Adhere to MSF's health and safety guidelines to ensure a secure working environment for staff, patients, and caregivers.
· Promote and maintain medical ethics, confidentiality, respect for patients' dignity and strict compliance with code of conduct.
· Is responsible for the implementation of all MSF policies relating to medical activities and ensures that all staff adhere to the protocol.
· Ability to organise the team, medicines, materials and necessary equipment for the management of mass casualties victims.
· Identify training needs for medical staff on the protocol for resuscitation of patients and on the management of epidemic diseases (measles, cholera, meningitis, diphtheria, etc.).
· Participate in multidisciplinary meetings organised by the MoH and stakeholders working in the health sector.
· Ensure the management and monitoring of the MSF staff's health, under the guidance of the MAM/MTL.
2. Management of patients.
· Ensure that patient triage complies with the Emergency Triage Assessment and Treatment (ETAT) protocol.
· Ensure all medical staff comply with the criteria of admission and referral of patients to the appropriate services.
· Ensure compliance with infection prevention and control (IPC) and rational antibiotic use standards.
· Having experience in dealing with mass casualties in accordance with protocol.
· Ensuring the rational prescription of medicines/ in accordance with protocols and guidelines.
· Being available to cover for a medical doctor unable to report for duty due to any circumstance.
· Contact MAM immediately to substitute a medicine that is out of stock.
· Participate in the daily ward round.
· Working with medical doctors to share complex cases with the Telemedicine platform.
3. Documentation and reporting.
· Able to identify and report any medical incident without delay.
· Organise regular Morbidity & Mortality Review meetings.
· Organising regular monthly meetings to analyse the rational prescription of medicines.
· Daily sharing of medical activities and the situation of the department with MAM.
· Preparing the draft MMR to be submitted monthly to the MAM in real time.
4. Bevaviour:
· Promoting and maintaining confidentiality regarding all patient’s information and strict compliance with code of conduct.
· Demonstrating flexibility to assume other responsibilities and additional tasks over normal working hours and according to the needs of the project.
Education
· Medical doctor or paramedical degree. Desirable specialization or training in Tropical Medicine or related studies.
Experience
· Essential ≥2 years’ experience in the emergency department with MSF or other INGO’s. Please submit certificates as proof of experience and fill in the attached CV template
Language
· English language essential, Somalia language desirable.
