Somalia has recently experienced the most severe and longest drought in the past four decades, alongside conflict, insecurity, disease outbreaks, and poverty. In 2023, approximately 8.25 million people, accounting for nearly half of the country's population, required urgent humanitarian and protection assistance. The agriculture sector, which contributes up to 90 percent of Somalia's exports, has suffered significant devastation due to the drought. This has resulted in increased displacement, loss of livelihoods, and the death of one-third of livestock in the worst-affected regions. Despite the country's recovery from the crisis through favorable rainfall during the last Gu season (March-May 2023), it now faces the likelihood of El Niño occurring between October and December 2023, with a 90 percent chance. Already, several districts in the southern and central regions, including both riverine and nonriverine areas such as Beletweyne, Jowhar, Bardhere, Luuq, Jowhar, Baidao, have been hit by El Niño, causing devastating effects. These effects were a result of heavy rains causing flash floods, as well as flooding along the Juba and Shabelle rivers. Notably, flash floods have also affected other partners in central Somalia and Puntland and are expected to exacerbate drought-like conditions in parts of Somaliland. According to FAO, El Niño has the potential to negatively affect 1.2 million people in Somalia in 2023. Riverine communities in Beletweyne are most at risk, and an estimated 1.5 million hectares of land around riverine communities is at risk of flooding. In May 2023, heavy rainfall in Somalia and the Ethiopian highlands led to severe flooding in the town of Beledweyne in the Hiran region as the Shabelle River burst its banks, impacting infrastructures, livelihoods and essential service provision.
Save the Children Somalia recognizes the impact El Niño will have on vulnerable communities, particularly in Beletweyne district. The flooding from El Niño will undermine the well-being and livelihoods of the local populations whose resilience has been eroded by the latest crisis. In response to this, it has been proposed locally led anticipatory action pilot project in Beletweyne. The objective of the project is to empower local communities to mitigate the risks associated with El Niño and to enhance their capacity to ensure stability by preventing or limiting the negative impact of the shocks on individuals, households, communities, and their livelihoods.
Furthermore, In accordance with the Save the Children Somalia country office Elnino preparedness and contingency plan, the country office has successfully secured $130,000 through the Humanitarian Fund project. Additionally, there are other projects such as DANIDA locally led and ECHO MPCA that are solely dedicated to Elnino preparedness and anticipatory action. The aim of these initiatives is to strengthen community absorptive resilience capacity and to facilitate a rapid recovery from the effects of the expected Elnino
OBJECTIVE OF THE CONSULTANCY.
Conduct consultative workshop for the established preparedness committees and local administration representatives on effectiveness on DRR and anticipatory action made by the community understand the consequence of the El Nino. The consultant will stablish floods preparedness committee and implement DRR training of minimum 3 days in each committee.
Scope of the consultancy:
The consultant will undertake the following tasks:
o Climate-resilient livelihoods achieved through diversification of land use and income sources.
o Disaster risk reduction strategies to reduce impacts of increasing climate-related natural disasters on vulnerable households,
o Strengthening capacity in access to climate information, managing risk and uncertainty and helping local civil society and governmental institutions to better support communities in their adaptation efforts, Local- and national-level empowerment, advocacy, and social mobilization to address the underlying causes of vulnerability,
o Identify challenges, lessoned learnt and opportunities for enhancing adaption of community Based to climate change.
o Develop an action plan for addressing the identified challenges and gaps.
o Identify the communities that have not yet received DRR training.
o Develop and deliver DRR training modules tailored to the specific needs and context of these communities.
o Train community members on disaster risk management, early warning systems, and community preparedness measures.
o Provide guidance and support to the preparedness committees in developing their plans and strategies for disaster preparedness and response.
o Review the existing early warning systems and community preparedness mechanisms in the project area.
o Conduct a gap analysis to identify the strengths and weaknesses of these systems and mechanisms.
o Assess the effectiveness of the early warning systems and community preparedness mechanisms in reducing the impact of climate-related disasters.
o Based on the findings of the gap analysis, develop an action plan for strengthening the early warning systems and community preparedness mechanisms.
o Provide recommendations for improving the effectiveness of these systems and mechanisms in reducing the impact of climate-related disasters.
Reporting
The consultant will be expected to maintain daily contact with the SCI field teams and provide feedback on daily basis during the assignment.
Time Frame
The duration of the assignment will be 30days.
Terms and Conditions
Consultancy fee: The consultant will come up with his/her own rate which will be subject to negotiation within the bounds of donor requirements and set standards of SC in Somalia, the consultant is expected to estimate all relevant costs for the exercise, including costs for data collectors, vehicle rent, venue, accommodation and travel while undertaking activities related to this assignment.
Code of conduct
Save the Children's work is based on deeply held values and principles of child safeguarding, and it is essential that our commitment to children's rights and humanitarian principles is supported and demonstrated by all members of staff and other people working for and with Save the Children. Save the Children's Code of Conduct sets out the standards which all staff members must adhere to and the consultant is bound to sign and abide to the Save the Children’s Code of Conduct.
A contract will be signed by the consultant before commencement of the action. The contract will detail terms and conditions of service, aspects on inputs and deliverables. The Consultant will be expected to treat as private and confidential any information disclosed to her/him or with which she/he may come into contact during her/his service. The Consultant will not therefore disclose the same or any particulars thereof to any third party or publish it in any paper without the prior written consent of Save the Children. Any sensitive information (particularly concerning individual children) should be treated as confidential.
An agreement with a consultant will be rendered void if Save the Children discovers any corrupt activities have taken place either during the sourcing, preparation and implementation of the consultancy agreement.
