Architectural and Infrastructural Supervision Support for CFSP-financed Construction Works in Jubaland
Background
Somalia is one of the most fragile countries in the world (Fragile States Index, 2022), whose population is repeatedly at risk of food insecurity due to climate and disaster risks, economic crises as well as the volatile security situation. Due to high vulnerability and exposure, frequent extreme weather events, such as droughts, floods, and cyclones, lead to disasters that destroy livelihoods and food resources of the predominantly rural population. The current drought – the worst in decades – has depleted the resilience capacities of large parts of the population and driven up humanitarian needs. Around 8 million people are acutely food insecure and therefore dependent on humanitarian aid. This corresponds to phases 3-5 of the Integrated Food Security Phase Classification (IPC) scale. According to the forecasts, there is a risk of famine in certain regions in 2023 (IPC phase 5).
The experience of the ending Transitional Development Assistance (TDA)-project "Food Security by Strengthening Resilience in the New Settlements of Kismayo" (UFSP, PN 2017.1848.5) has shown that intensive cooperation with the population combined with a strengthening of target group-oriented government structures can significantly strengthen the resilience of the population, especially against extreme weather events. The BMZ is commissioning GIZ with a new follow-on TDA-project for UFSP, which will build on the achievements of UFSP as well as implement new measures. This Climate resilient Food Security Project (CFSP) is strengthening the resilience of the vulnerable communities in Jubbaland affected by crises regarding their food security by climate change adaptation measures. The new project focuses on food and nutrition security, its dimensions are addressed in three fields of action: Field of action 1 (promotion of climate- and disaster-resilient production bases in selected communities) refers to the availability of sufficient food.
Effective disaster risk management can help mitigate crop loss caused by extreme weather events. Field of action 2 (strengthening resilience through improved access to food in the peri-urban area of Kismayo) deals with access to food in the sense of having the economic means (income-generating measures) and the required knowledge for the use of food. This includes knowledge of the nutritional value and diversity of the food groups, hygiene practices, food safety, and preparation methods (nutrition and hygiene education measures) for processing and/or consuming foods. Field of action 3 (building the foundation for a sustainable drinking water supply in the Kismayo area) addresses the dimension of stability; its activities flank fields of action 1 and 2, for example by providing water for maintaining the kitchen gardens and safe drinking water as an essential part of nutrition and the basis for
health.
Proposed Action (Targeting Areas) The "Promoting Climate and Drought-resilient Food Security in Jubaland" (CFSP) project, led by GIZ, is a vital initiative aimed at enhancing food security and stimulating economic development in Jubaland. This project focuses on promoting climate-smart agricultural practices, income-generating activities, and the safe management of drinking water supplies, all essential for building resilience against climate change and improving the livelihoods of local communities.
The CFSP project encompasses several key construction activities designed to support these objectives. These may include but are not limited to small markets/Market sheds and Gabions as well as water storage facilities and roads.
These construction activities collectively contribute to the overarching objectives of the CFSP project. By supporting climate-smart agricultural practices and by providing necessary infrastructure, the project improves food security in the region. The construction activities also stimulate economic development by creating direct income-generating opportunities and a stable trading environment, which boosts local businesses and household incomes.
Furthermore, by implementing climate-smart practices and protective infrastructure, the CFSP project enhances the resilience of local communities to the impacts of climate change, ensuring sustainable livelihoods. The creation of job opportunities and support for local
businesses improve overall economic resilience and self-sufficiency, contributing to the long- term development of the region.
Through these strategic interventions, the CFSP project aims to create a sustainable, resilient, and economically vibrant environment in Jubaland.
Call for Bids The architectural supervisory support services will include, but are not limited to, the
following tasks:
i. Review and Verification
Review and verify existing architectural designs and Bill of Quantities (BoQ) to ensure alignment with project requirements and local standards
Confirm that the designs reflect the needs of the community and stakeholders and incorporate climate and disaster-resilient features
ii. Design Adjustments
Recommend and implement necessary adjustments to architectural designs based on site assessments, stakeholder feedback and evolving project needs
Ensure designs include sustainable and climate-smart elements to enhance resilience
iii. Construction Supervision
Provide ongoing supervision of construction activities in Gobweyn and Luglow, Jubbaland, Somalia to ensure adherence to approved designs and BoQ
Monitor construction progress, quality and compliance with safety standards in Gobweyn and Luglow, Jubbaland, Somalia
iv. Quality Assurance
Implement a rigorous quality assurance process to ensure that construction meets specified standards and requirements in Gobweyn
and Luglow, Jubbaland, Somalia
Conduct regular inspections in Gobweyn and Luglow, Jubbaland, Somalia and provide detailed reports on progress and quality
v. Health and Safety
Ensure compliance with all relevant health and safety regulations on-site in Gobweyn and Luglow, Jubbaland, Somalia
Implement and oversee measures to mitigate potential hazards during construction in Gobweyn and Luglow, Jubbaland, Somalia
vi. Documentation and Reporting
Prepare and submit comprehensive weekly, biweekly, monthly site supervision progress reports
Assist in preparing payment certificates and all documentation as per GIZ rules and regulations
Develop a final report upon provisional acceptance of construction works
