Value Chain actor Mapping and Analysis of the plastic waste management cycle
1. Background
The International Solidarity Foundation (ISF) is a Finnish development organization, founded in 1970. It envisions a world where women and girls are empowered to build their own future, their self-determination is fully realized, and their right to bodily integrity respected. The goal of ISF’s 2022 – 2025 programme is to strengthen the bodily integrity and livelihood resilience of women and girls in Kenya, Somaliland, and Ethiopia. The programme consists of development projects that are implemented by local partners.
Currently ISF is planning its next four-year development cooperation programme (2026-29) with a focus on circular economy, the use as raw materials.
2. Purpose and scope of the study
The purpose of this study is to enhance ISF's understanding of plastic recycling in Somaliland. It aims to identify the key actors involved in the plastic recycling sector, analyse how the industry operates, and explore promising opportunities that could align with ISF’s initiatives. By gaining deeper insights into the dynamics and potential of plastic recycling, ISF will be better equipped to make informed decisions and identify areas where their efforts can have a meaningful impact.
This study will comprehensively explore the plastic recycling sector in Somaliland. The scope will encompass the following key areas:
The study will identify and profile the major stakeholders involved in plastic recycling, including recyclers, collectors, manufacturers, non-governmental organizations, community-based initiatives, and relevant government agencies. It will examine the roles and influence of these actors in shaping the recycling landscape.
The study will investigate how the plastic recycling industry operates, focusing on the processes, value chains, and logistics involved. It will also explore market trends, demand and supply patterns, and the regulatory environment that affects plastic recycling efforts.
The study will highlight the main obstacles faced by the plastic recycling industry as well as the opportunities for intervention and growth.
Based on the findings, the study will outline potential areas where ISF can contribute effectively. This will include recommendations for initiatives that can support or enhance the plastic recycling sector.
The study focuses on Hargeisa, Burao and Borama districts in Somaliland.
The objectives of the plastic recycling mapping are as follows:
• Identify types of plastic waste in Somaliland: plastic types that have potential of reuse and plastic types that do not. List the most important ways to use recyclable plastics.
• Transformation steps: Demonstrate and describe the existing plastic waste management cycle in Somaliland (waste generation – collection – separation – recycling and reuse/disposal/dumping).
• Actor mapping in the transformation steps: Conduct a mapping exercise to compile a list of key public and private sector actors within the value chain and provide brief descriptions of their roles. This should include possible support services, e.g. innovation hubs, government and development programmes, research etc.
o Women’s role: highlight areas within the value chain where women predominantly contribute in terms of labour allocation, ownership, and management.
o Actor visualization: visual representation of key groups and actors and their respective roles within the transformation steps.
• Collect all the market research that’s been compiled to date and represent potential products and markets.
• Mapping of key gaps and opportunities: identify weaknesses and gaps in/among the actors, including environmental and health challenges in processing plastics.
• Opportunity mapping: based on the mapping and analysis findings, make recommendations for women’s livelihood opportunities.
3. Data collection methods
• Mapping and analysis of existing written material
• Interviews with key stakeholders by using open-ended questions to explore their experiences, perceptions, challenges, and opportunities within the value chain and its transformation steps.
• Focus Group Discussions with stakeholders to promote interactive dialogue and gather collective insights.
• Visits and observation
4. Timing, duration and expected deliverables
The study is scheduled to commence on 25th of November and will last 25 days, including development of tools (2 days), discussions with ISF about the tools and revising tools incorporating ISF feedback (2 days), data collection (7 days), mapping and data analysis (7 days), draft and final report writing (7 days). The key deliverables for this study include:
• Inception Report: The consultant will produce an inception report within first 5 days providing an initial framework for the consultancy. This report will outline the proposed methodology and data collection tools, timeline and travel plan of the consultancy, and suggested interviewees, and budget detailing all anticipated costs.
• Draft report by 20th December that explicates the methodology, key findings, draws conclusions, and presents recommendations. Draft report will be commented by ISF.
• Final report by January 10th, 2025.
Relevant University Degree: The consultant should possess a university degree in a pertinent field of expertise, such as waste management or business administration or a related field, previous studies in waste management, plastic recycling, value chain study/analysis or market study will be an advantage.
• Expertise in Value Chain Mapping and Analysis: The consultant should have a proven track record of conducting value chain mapping and analysis. This includes the ability to comprehensively assess value chains, identify weaknesses and opportunities, and propose strategies for improvement.
• Extensive Professional Experience: The consultant should have more than 7 years of working experience in relevant fields. This experience should demonstrate a deep understanding of the subject or related matter and the ability to provide valuable insights and recommendations.
• Experience with International Organizations: The consultant should have experience collaborating with international organizations. Familiarity with their processes, standards, and expectations will be beneficial in ensuring effective communication and cooperation.
• Fluency in English: Proficiency in the English language is essential, as it will facilitate clear communication and reporting, both in writing and verbally.
• Reporting and Presentation Skills: The consultant should possess strong reporting and presentation skills. They should be capable of effectively conveying complex information, findings, and recommendations to diverse stakeholders in a clear and concise manner.
Punctuality and Time Management: The consultant should demonstrate a commitment to punctuality and the ability to meet deadlines. Timely completion of work is crucial to the success of the project and the satisfaction of all parties involved
A complete consultancy proposal with a budget and CV(s) must be submitted by 23rd November.
Selection Criteria:
• Professional Capacity: A thorough evaluation of the consultant's professional qualifications, including their CV, academic background, and relevant work experience
• Quality and Content of the Proposal: The quality and content of the proposal, including the clarity and feasibility of the proposed consultancy plan, methodology, and approach.
• Cost of Tender: The cost proposal, including the facilitation fee per day and any additional expenses, will also be considered in the selection process.
