TERMS OF REFERENCE (TOR) FOR THE RE-CERTIFICATION AND REPAIR OF BSL-2+ NATIONAL TUBERCULOSIS REFERENCE LABORATORY (NTRL) - MOGADISHU

Background

World Vision Somalia is seeking the services of a qualified company to perform the re-certification and necessary repairs of the BSL-2+ National Tuberculosis Reference Laboratory (NTRL) in Mogadishu. These services include the decontamination, certification, and validation of critical laboratory equipment, as well as repairs to the chiller system and rebalancing of the facility.

Scope of Work:

The selected service provider will be responsible for the following:

  1. Decontamination and Certification:
  2. Chiller System Repair and Service:
  3. System Monitoring and Validation:
  4. Re-Training of Laboratory Staff:
  5. Provision of Necessary Spare Parts:
  6. Security Provisions:

Requirements:

To be considered for this project, the bidder must meet the following requirements:

  1. Biosafety Certification:

o    The bidder must have biosafety professionals or engineers who have been trained and certified by recognized international biosafety associations. Copies of these credentials must be provided with the proposal 

  1. Approval by Biosafety Associations:

o    The bidder must be approved by the International Federation of Biosafety Associations (IFBA) or the International Biosafety Association to perform such work. A letter from either association confirming this approval should be submitted.

  1. Experience in BSL-2 and BSL-3 Facilities: 

o    The bidder must have successfully supplied, installed, and maintained at least three Biosafety Laboratory Level II or III (BSL-2/BSL-3) facilities, including at least one within the past three years. Proof of these engagements should be provided by attaching a copy of the contract, purchase order, or reference letter for the completed work.

  1. Capacity for Maintenance and Certification:

o    The bidder must demonstrate the necessary experience and infrastructure to provide certifications and maintenance services for at least two BSL-2 or BSL-3 facilities. Copies of completed maintenance and certification work must be submitted 

  1. ISO 9000 Compliance

o    Firms that are ISO 9000 compliant will be given preference.

  1. Experience in High-Risk Areas:

o    Preference will be given to firms with experience in similar work in high-risk areas. 

ASSESSMENT CRITERIA

  1. Mandatory Documents Evaluation:
  2.             Provide a certified copy of a certificate of business registration, certificate of incorporation, business license or similar document;
  3.             Provide a certified copy of tax registration, tax clearance certificates or similar documents;

NB: FAILURE TO PROVIDE THESE MANDATORY DOCUMENTS WILL LEAD TO DISQUALIFICATION

Experiences and Qualifications

Technical Evaluation:

Proposals will be evaluated based on the following criteria:

  1. Technical Expertise and Experience:

o    The bidder’s experience in delivering similar projects, particularly in BSL-2/BSL-3 facilities (please provide proof _ Contracts or LPO’s)

o    Qualifications and certifications of key personnel involved in the project (please attach CVs and certifications of key personnel)

o    Recommendation by IFBA (Please attach a letter of recommendation)

o    Previous successful completion of similar work in high-risk areas (please attach completion certificates, letter of recommendation or any other relevant documentation)

  1. Company Profile and Experience

o    A brief description of the company’s structure, recent relevant experience, and certifications by international biosafety associations (please attach proof of certification).

o    Proof of successful installation and maintenance of similar facilities, particularly in high-risk areas (please attach previous contracts, completion certificates or LPO’s). 

  1. Proposed Team and Timeline

o    Details of the proposed team, including their specific roles and timelines for the completion of each task (please attach CVs and Certifications of Key Personnel). 

  1. Financial ProposalEvaluation

The financial proposal should include:

  1. A comprehensive breakdown of fees per activity, based on the 6 requirements highlighted on the scope of the work.
  2. Costs associated with spare parts, Labor, travel, accommodation, spare parts, and security.
  3. After Sale Services (Warranty on parts and Technical Support);
  4. Payment terms
  5. Validity of the offer

Deliverables

  • Certified and validated BSL-2+ NTRL Mogadishu
  • Detailed report on all activities carried out, including re-certification documentation and recommendations for future maintenance.

Proposals should be submitted in three distinct/separate attachments, namely Mandatory Requirements, Technical Proposal, and Financial Proposal (Bidders who will combine both technical and financial proposals shall be disqualified)
