Revision and Expansion of the Education Management Information System (EMIS)

1. Background
   Since its nationwide rollout in 2019, MoECHE’s online EMIS has effectively integrated core formal education subsectors; primary (grades 4 – 8 only), secondary, and Alternative Basic Education (ABE) into
   a centralized digital platform. The Education Management Information System (EMIS) is a critical tool for collecting, storing, integrating, analyzing education data and dissemination. To enhance its functionality
   and inclusivity, revisions are required to incorporate individual student level data including gender,
   disability, and displacement status. Additionally, the EMIS coverage will include expansion of the EMIS to other education pathways previously excluded due to limited coverage and inaccessibility.
   However, critical gaps remain in Primary (grades 1 – 3), Early Childhood Education (ECE), Technical and Vocational Education and Training (TVET), alternative nonformal pathways, and comprehensive national
   examination records are not yet captured. Moreover, the system lacks disaggregation for key studentlevel attributes and strengthening of existing attributes (such as gender, disability type and severity,
   displacement status), limiting the Ministry’s ability to monitor equity indicators, identify vulnerable populations, and deploy targeted interventions. Intermittent technical capacity and resource constraints
   have perpetuated uneven data quality and incomplete coverage. Although Federal Member States maintain independent EMIS instances for localized reporting and planning, the absence of a unified,
   studentcentric architecture under federal coordination hinders consolidated oversight and strategic decisionmaking.
