1. Background and Objective
Lifeline Gedo (LLG) is a humanitarian and development organization implementing multi-sector programs across Somalia in partnership with international donors, government institutions and community stakeholders. LLG manages multiple donor-funded programs and requires efficient systems to ensure financial accountability, transparency and operational efficiency.
To strengthen institutional systems, LLG intends to implement a fully integrated Enterprise Resource Planning (ERP) system that will digitize and automate key institutional functions including financial management, procurement and logistics, human resource management and project management.
The objective of this consultancy is to design, develop, deploy and institutionalize a scalable and modular ERP system that will automate LLG’s operational, financial and administrative processes while ensuring compliance with donor requirements, regulatory frameworks and internal control standards.
The system is expected to enhance transparency, accountability, audit readiness and real-time decision-making across the organization.
2. Scope of the Assignment
The selected consultant or software firm will design and implement an integrated ERP system in close consultation with LLG management and designated focal persons.
The consultant will conduct a comprehensive institutional assessment to document existing workflows, approval hierarchies and operational procedures. Based on this analysis, the consultant will design an ERP architecture aligned with LLG’s operational needs and governance framework.
The assignment will include the development and configuration of ERP modules, workflow automation aligned with procurement thresholds and approval limits, role-based access control, and full audit trail functionality.
The consultant will also undertake data migration from existing systems, including data cleaning, validation and reconciliation. The ERP system must undergo both offline and live system testing prior to full deployment.
The assignment also includes preparation of system documentation, user manuals and workflow diagrams, as well as structured staff training sessions. Post-implementation support and system maintenance must be provided for a minimum period of twelve (12) months.
The ERP system should support at least thirty (30) concurrent users, provide web-based access, and offer a mobile-responsive employee portal with an intuitive and user-friendly interface.

· Minimum three (3) years experience in ERP implementation
· Experience implementing ERP systems for NGOs, development organizations or grant-based environments
· Proven technical capacity to design and deploy integrated ERP systems
· Qualified software developers and ERP implementation specialists
