  1.     Introduction and Background Information

FCA Somalia Country Office is seeking a qualified independent consultant(s)/ a firm to develop child -friendly training modules on peace club in target schools, and provide training on the same for the peace club members and other relevant stakeholders for target schools located in Galmudug and Jubaland Federal Member States of Somalia, supported under the projected Strengthening Democratic and Inclusive Local Governance in Somalia (STRONG), funded by the Swedish International Development Cooperation Agency (SIDA). The STRONG project is an 18 months, having commenced on the 8th of December 2023, and is expected to run until the 30th of June 2025. The project is seeking to build upon FCA’s past efforts to promote inclusive local governance and enhance stability through district council formation (DCF) processes. FCA, Finland's largest development cooperation organization and second-largest humanitarian aid provider, operates in 13 countries globally. FCA has been operating in Somalia since 2007 and evolved from community-level peacebuilding to state-building and formation initiatives at the Federal Government and Federal Member States (FMS) levels.

1.1      The STRONG Project Background Information

As part of FCA’s ongoing Local Governance, Peace, and Reconciliation efforts, FCA and its partners have commenced the implementation of the project funded by the Swedish embassy (SIDA). This project aims to foster sustainable peace and good governance in Somalia by enhancing local capacity and encouraging inclusive community participation.

  • The overall objective of the Strong Project is to strengthen the capacity and participation of the local community, especially women, and enhance inclusive local governance and administration for effective and accountable basic public service delivery in four Federal Member States of Somalia (FMS) through District Council Formation (DCF). To achieve the project's overall and specific objectives, FCA has designed the following key outcomes:
  • Outcome 1: Enhanced local capacity and inclusive participation of the community, including women, youth, and marginalized groups in peacebuilding, reconciliation, and local governance processes,
  • Outcome 2: Strengthened inclusive and sustainable local governance and administration for effective basic public service delivery,
  • Outcome 3: Strengthened safe, inclusive, and protected civic spaces and women’s capacity for their meaningful participation and leadership in strategic advocacy.

The project is being implemented in close coordination with government institutions, the Ministry of Interior, Federal Affairs and Reconciliations (MOIFAR), the Ministry of Women and Human Rights Development and institutions, and the Ministry of Education at the FMS level, and in partnership with local partner organizations (that FCA refers as “Implementing Partners or Partners”). The project target locations are in 2 FMS Galmudug and Jubaland and Banadir Regional Administration (BRA) with emphasis on a maximum of 4 new districts to be formed through DCF and support for Banadir Regional Administration (BRA).

Additionally, the project targets peace education activities in selected schools in Somalia. A flexible programming approach will be adopted, with the programme being annually reviewed to adapt and adjust the interventions to new development around political context and strategy of the government. The Project Advisory Board and the Project Implementation Team will closely assess the context and risks and provide recommendations, mitigation actions, and requests to SIDA for possible adjustment of interventions and/or shift in implementation modalities based on the change in context and risks.

1.2      Objectives of the Child-Friendly Training Modules on peace clubs in schools

The overall objective of the consultancy is to develop child-friendly training modules on peace clubs in target schools, and schools and provide training on the same for the peace club members and other relevant stakeholders. The support is expected to help students to enhance their understanding on the importance of peace and their role in the society at early age and ensure to contribute to system-led overall community stabilization and sustainable peacebuilding initiatives.

The specific objectives of the consultancy will be:

  • To develop a training manual for the peace club that is child-friendly and simple enough for children, particularly the peace club members, to understand and implement its content.
  • To ensure that the manual is created in compliance with FCA’s child safeguarding policy and a minimum standard of child protection policies.
  • To further train the children and other educational personnel on the manuals developed for child-friendly training modules on peace clubs in the target schools.

 

1.3      Scope of the work

The consultant will develop a peace club training manual that is appropriate for children and will be used to train children in primary and secondary-level grades. After the development of the training manual, the consultant is also expected to further train the children and other education personnel such as teachers, MOE officials, CEC and PTA on peace education, and submit a comprehensive training report with pre- and post-training evaluation for measurement of training’s immediate Impact. 1.4      Methodology and Approach Process

The training manual will be developed using straightforward and easily understandable techniques, incorporating participatory training methods to enhance learning and foster discussion. Relevant role-playing activities, pictorial aids, and other cost-effective techniques will be employed to deliver the training effectively. The manual will be practical, providing children and other education personnel at school level with knowledge and skills through various activities and exercises.

 The consultant can adopt the below steps/methods to develop the manual:

(i)            Review existing training manuals and materials on peace education.

(ii)           Consult relevant stakeholders, including students, teachers, and education officials, to obtain their views and suggestions.

(iii)          Develop the manual.

(iv)         Pilot test (2) on the manual

(v)          Finalize the manual based on the pilot.

(vi)         Training for key officials and students

 

1.5       Ethical Standards

Consultants/firms will be required to sign a service contract and FCA code of conduct on data confidentiality emphasizing; personally identifiable data are to be kept safe for confidentiality purpose.

  1. Deliverables

 

The consultant will be responsible for delivering the following outputs within the given timeframe:

  • Inception report: This report should include a detailed methodology outlining the approach, tools, and techniques to be used to develop the manual and to provide training.
  • Draft child-friendly training manual: The manual should include the key elements of peace clubs in schools. It should be designed to be accessible and engaging for children and youth, making use of visual aids, interactive exercises, and practical activities that can facilitate learning and understanding.
  • Tools and materials: The consultant will also be required to develop training materials that support the delivery of the manual such as PowerPoints.
  • Provide training on peace education to children and other education personnel such as teachers, MOE officials, CEC, and PTA.
  • Training reports: This report should detail the methodology and objectives, along with any recommendations for future work.
  • Training photos captured during the training.
  • Final manual: This manual will be the final, revised version of the draft manual, incorporating feedback from the project team and stakeholders.
  • Electronic copies of all training tools and materials: The consultant will be required to provide an electronic copy of all training materials, including presentations, that is accessible and usable by the project team.
  1. Duration of contract

Duration of this contract is 30 days over a period of two months.

  1. Service Terms

FCA Somalia country office intends to contract qualified consultant(s) for 30 days. However, the validity of the contract will be for 2-months.

  1. Duty Station

The independent consultant(s)/firm will undertake in-country field work and reporting based on agreed work-plan and methodology. The peace clubs will take place in 8 schools in 4 districts in the target FMs (Jubbaland and Galmudug) by relevant line ministries at Federal and state levels.  

  1. Transport & Logistics

The consultant(s) will cover field transport and accommodation arrangements, translator and/or interpreter needs, focal points and other contact points on the field and other logistical arrangements concerning consultant’s visit(s).

  1. Validity

Tenders/Offers shall remain valid and open for acceptance for 60 days after the submission closing date.

Experiences and Qualifications

Individuals and consultant firms experienced in conducting similar peace club manuals for peacebuilding and local governance projects are encouraged to apply. The proposed lead consultant should demonstrate the key following educational and experience in his/her CV.

 

  • Experience: Minimum five years of leading and conducting peace clubs’ manuals in schools on local governance and reconciliation projects in Somalia. 
  • Knowledge: In-depth understanding of the Somali context and peace issues. 
  • Education: Master's degree in social sciences, peacebuilding, or related field.
  • Skills: In line with the peace club manuals methodology and internationally recognized training manuals for peace clubs in schools, as well as other relevant skills.

o   Proven experience designing and implementing peace club manuals in schools

o   Strong in developing curricula in schools for peace-building activities

o   Excellent report writing skills, clearly presenting complex findings in a concise and informative way.

o   Fluency in Somali and English (both written and spoken) for effective communication with stakeholders and communities.

o   Strong cultural sensitivity and ability to work respectfully with diverse communities.

o   Excellent teamwork and communication skills.
