Terms of Reference (ToR) for Consultant

Project Title: Assessment of Emergency Response, Disaster Risk Reduction, and Climate Change Preparedness for Women Rights Organizations, Girl-Led Movements, and CSOs

Client: Somali Women and Child Care Association

  1. Background:

Somali Women and Child Care Association is seeking the services of a consultant to support women rights organizations, girl-led movements, and Civil Society Organizations (CSOs) in assessing the quality and identifying gaps in the delivery of emergency responses, disaster risk reduction (DRR), and climate change preparedness. This initiative aims to strengthen the capacity of these entities to effectively respond to emergencies, mitigate risks, and adapt to climate change impacts.

  1. Objectives:

The consultant is expected to achieve the following objectives:

  • Assess the current practices and capacities of women rights organizations, girl-led movements, and CSOs in emergency response, DRR, and climate change preparedness.
  • Identify strengths, weaknesses, and gaps in the delivery of emergency responses, DRR strategies, and climate change adaptation measures.
  • Provide recommendations for enhancing the effectiveness and resilience of these organizations in addressing emergencies and climate-related challenges.
  1. Scope of Work:
  • Review existing policies, strategies, and practices related to emergency response, DRR, and climate change preparedness within the target organizations.
  • Conduct interviews, focus group discussions, and surveys with representatives from women rights organizations, girl-led movements, and CSOs to gather qualitative and quantitative data.
  • Assess the level of awareness, knowledge, and skills of staff and volunteers regarding emergency preparedness, DRR, and climate change adaptation.
  • Evaluate the availability and accessibility of resources, including funding, infrastructure, and technical support, for implementing emergency response and DRR initiatives.
  • Examine the coordination mechanisms and partnerships among stakeholders involved in emergency management and climate resilience.
  1. Methodology:

The consultant is expected to employ a participatory approach, involving key stakeholders in the assessment process. This may include but is not limited to desk reviews, surveys, key informant interviews, and focus group discussions.

  1. Deliverables:
  • Inception Report: An outline of the proposed methodology, work plan, and any adjustments based on initial findings.
  • Draft Assessment Report: A comprehensive report highlighting the quality and gaps in emergency response, DRR, and climate change preparedness, along with preliminary recommendations.
  • Final Assessment Report: An updated and finalized version of the report, incorporating feedback received from stakeholders.
  1. Timeline:

The consultancy is expected to be completed within three weeks from the start date.

Experiences and Qualifications

. Qualifications:

  • Proven experience in conducting assessments or evaluations related to emergency response, disaster risk reduction, and climate change adaptation.
  • Familiarity with gender-sensitive approaches and understanding of women's rights issues in the context of emergencies and climate change.
  • Strong analytical, communication, and report writing skills.
  1. Budget:

The consultant should provide a detailed budget proposal, including all anticipated costs such as travel, accommodation, research tools, and remuneration.
