Revision and Updating of Child Protection Case Management Documents including Standard Operating Procedures (SOPs) and Data Protection and Information Sharing Protocols (DPISP)
Supported by Gashan partners, UNICEF and SOS Children’s Village Project in collaboration with CP AoR secretariats and the Case Management Task Force (CMTF)
Duration: 10 weeks (23rd February 2025- 30th April 2025)
1.Background:
Child Protection case management is a critical component in ensuring the safety, well-being, and protection of vulnerable children across Somalia. The Child Protection Area of Responsibility (CP AoR) and the Case Management Task Force (CMTF) play a pivotal role in enhancing the quality of child protection services.
The current Standard Operating Procedures for Child Protection Case Management and the Data Protection and Information Sharing Protocols have been in used since 2021 to date. The SOP and DISP are essential tools that guide practitioners in the delivery of services and management of child protection cases. The current versions of these documents require adjustment to align with global best practices, national legislation, and the evolving operational and contextualization in Somalia. Furthermore, to enhance adoptability and implementation, these documents will be translated into Somali versions.
The CP AoR CMTF, with financial support from the (GAASHAN Consortium, UNICEF and SOS CV) will lead a comprehensive revision and update of these key documents to ensure they remain relevant and effective in strengthening child protection case management. The GAASHAN Programme, funded by the Foreign, Commonwealth & Development Office (FCDO), aims to provide sustainable humanitarian aid and prevent child protection risks in South Central Somalia.
This initiative is jointly supported by GAASHAN consortium partners, including Save the Children (Lead organization), International Rescue Committee (IRC), CARE International, Save Somali Women and Children (SSWC), Somali Women and Development Centre (SWDC), Somali Women’s Studies Centre (SWSC), and GREDO, in collaboration with SOS Children's Villages (SOS CV) and UNICEF.
In this initiative, SOS Children's Villages (SOS CV) is the lead organization at the national level for coordinating and overseeing the implementation of this activity across Somalia with support from CP AoR Secretariats.
Together, GAASHAN partners, CP AoR, UNICEF, and SOS CV are committed to enhancing child protection case management service delivery in Somalia. Their collective efforts aim to standardize, strengthen, and ensure a coordinated response to child protection concerns, aligning with Somalia’s humanitarian and development goals.
2. Objective
The main objective of this is to review, update, and align the CP case management documents with the current global standards and the evolving protection needs in Somalia. This process will ensure that both SOPs and DPISP reflect:

· SOS children’s Village is the lead organization for this activity at national level.
8. Approval and Review Process:
· The revised Standard Operating Procedures and Data Protection and Information Sharing Protocols will be circulated among stakeholders, including CP AoR secretariats and CMTF members, for review and approval before finalization. The process will ensure that all relevant parties will be given opportunity to contribute to the final documents.
· The consultant/firm will also directly report to the National CP AoR Secretariats. Regular updates and coordination meetings will be held with the assessment taskforce and key stakeholders.
9. Consultant Selection
A consultant or consultancy firm with expertise in child protection case management and CPIMS+ will be engaged. The selection process will follow standard procurement procedures, ensuring transparency and competitiveness.
10. Child Safeguarding and Ethical Considerations
Throughout the process, strict adherence to child safeguarding principles and protocols will be maintained to ensure the protection, dignity, and well-being of all children and vulnerable individuals involved. This includes:
· Prioritizing Child Safety and Well-being: All activities will be designed and implemented with a child-centered approach, ensuring the protection and best interests of children at all times.
· Ethical Data Collection and Engagement: Interviews, surveys, and discussions will be conducted in a sensitive, respectful, and ethical manner, following established guidelines for working with children and vulnerable groups.
· Capacity Strengthening on Safeguarding: All team members, including assessment and technical staff, will receive training on child safeguarding policies, procedures, and reporting mechanisms to ensure compliance and accountability.
· Prevention and Response to Safeguarding Concerns: Proactive measures will be in place to identify, mitigate, and respond to any safeguarding risks that may arise during the process, with clear referral pathways for reporting and addressing concerns.
· Confidentiality and Data Protection: Stringent data protection measures will be implemented to safeguard children's personal information, ensuring informed consent and adherence to national and international child protection data-sharing protocols.
