TERMS OF REFERENCE FOR BASELINE EVALUATION FOR PROMOTING RESILIENCE AND PEACEFUL CO-EXISTENCE FOR CLIMATE CRISIS AFFECTED COMMUNITIES

                                                                 SOMALIA’ PROJECT

 

I.     INTRODUCTION AND BACKGROUND

Up to 69% of the Somali population live below the poverty line mainly due to the negative effects of climate change.   Climate change-related droughts, intermittent floods and desert locust infestation has resulted in loss of livestock and agricultural production which account for more than 70% of the country's GDP.  These sectors also employ millions of Somali people directly and indirectly.  The destruction of education and WASH facilities, and the loss of local communities’ main livelihood sources by floods and drought continues to increase the number of Internally Displaced Persons (IDPs) and resultant humanitarian crises. Furthermore, climate change and variability impacts, and conflicts are interlinked in Somalia, and these affect the most vulnerable (particularly women and children) and communities that depend on natural resources like land, water and pasture. resource-dependent communities (NCD 2021).  More than 4.3 million people are projected to suffer from acute hunger and malnutrition, including 1.5m children under the age of five who are expected to suffer from acute malnutrition in 2024, more than half of the population is water insecure with almost two-thirds of displaced households considered as water insecure. Low school enrolment rates contour to bedevil children of Somalia during droughts and flooding.  During droughts, the children migrate with their families in search of pasture and those left at home have very little to survive on, school becomes a secondary need.  During floods, the children may not access schools as pths to schools are washed away and the dangers of being washed away by raging flood waters pose a safety risk.  Some learning facilities also get destroyed (including learning materials) making learning impossible.  Where the schools remain relatively safe, these are used by displaced communities as safe havens until the flood waters subside. The Gross Enrolment Rate (GER) in Somalia is estimated at 31 percent (28 percent female) for primary education and 23 percent (19 percent female) for secondary education (Joint Review of the Education Sector Report, 2023). It is therefore projected for 2024 that between 3.6 million and 4.9 million school-aged children in Somalia will not have access to formal education and that nearly 2.4 million school-aged children will require assistance to enable them to begin, return to, or remain in school. Floods, droughts, conflicts, and displacement are putting women and girls at risk in Somalia. 

 

It is against this background that the ACT Alliance Somalia Forum (ASF), comprising of the NCA WS, DKH, DS, FCA, NCA and Bread for the World (BftW), is committed to support community’s capacities to mitigate the effects of climate change, focusing on their respective thematic sectors. Through a Consortium Project, we intervene in the crisis employing a humanitarian- development-peace nexus approach, leveraging resources, skills, and expertise of individual members and linking with local partners and institutions (including community-based organizations and government institutions) as key partners in advancing the initiative.

 

II.      OVERALL, PURPOSE OF THE CONSULTANCY

The primary objective of this Request for Proposals is to identify potential bidder(s) for the execution of a Baseline evaluation and an Infrastructure technical assessment for WASH and Livelihood. The evaluation aims to provide a benchmark from which to measure the progress of the WASH and livelihood intervention in the target districts of Garowe, Galkacyo, and Qardho. It will also look at how community stakeholders, such as local government, schools, farmer groups, and community leaders, are intervening to understand the needs in WASH and livelihood. The purpose of this evaluation, therefore, is to provide the current status of the results framework indicators and enable the tracking of progress toward meeting project objectives.

 

III.       KEY OBJECTIVES OF THE ASSIGNMENT

·      Identify the current landscape or status of WASH services, food security, and climate resilience in the targeted districts.

·      Assess the current status of project indicators, such as access to portable water, prevalence of waterborne diseases, and school meal program attendance rates.

 

·      Investigate gaps in service delivery chains, including WASH infrastructure, agricultural training, and school-based food programs.

·      Identify potential additional interventions required to strengthen WASH services, food security strategies, and climate resilience efforts.

·      Identify community knowledge, attitudes, and practices towards WASH, food security, and climate adaptation.

·      Assess the attitudes and capacity of service providers, teachers, and community leaders toward implementing inclusive and sustainable WASH and food security interventions.

·      Conduct a WASH technical assessment in the proposed project area on proposed infrastructures- document attached

 

 

IV.       SCOPE OF THE BASELINE EVALUATION

The evaluation and technical assessment will be conducted in the target locations of Puntland State through surveys and both KII and FGDs, from girls and boys at different ages, women & men, young people, Marginalized groups and from related stakeholders including government, NGOs and UN agencies.
