Terms of Reference Baseline study of the project “Promoting inclusive women's economic empowerment in fisheries sector in Berbera, Somaliland”
The project will be implemented by Youth Volunteers for Development and Environment Conservation (YOVENCO) in partnership with The International Solidarity Foundation (ISF).
YOVENCO is duly licensed to operate as a Non-Governmental Organization in the Republic of Somaliland that commits to work with people in poverty and exclusion to improve their socio-economic status, protect their rights, promote gender equality and well-being and reduce climate change vulnerability through service delivery, empowerment, and policy advocacy.
ISF is a Finnish development organization, founded in 1970. It has a vision to be an organization with a leading role in the empowerment of women and girls in East Africa by 2030. It envisions a world where women and girls are empowered to build their own future, their self-determination is fully realized, and their right to bodily integrity respected.
The proposed action is a two-year project designed to improve women's opportunities and livelihood in the fisheries sector through three development lines: 1) strengthening the profitability of the women’s businesses in Berbera fish market; 2) improving women's chances of employment in the fisheries sector, particularly in fish processing factories; and 3) preventing violence and harassment of women at home and at workplace.
The main aim of the assignment is to provide the baseline values of the project indicators of the project goal, outcomes and outputs, as presented in the project result matrix (Annex 1).
The other aim of the assignment is to strengthen the ability of the YOVENCO project team to collect the project's annual data in the future.
The consultant leads the baseline study planning and reporting. The YOVENCO project team will participate in the baseline data collection under the supervision of the consultant. The specific tasks are, as follows:
o Train and supervise enumerators, if needed.
o Pre-testing and piloting the standard polls using OMBEA digital audio response system, polls will be revised based on errors detected in the pre-test and then once again translated (and back translated) into the local language.
o Leading and supervising the data collection.

The consultancy will last 15 days, including inception report, pre-testing the tools, travel and data collection, data entry, cleaning and analysis, draft and final report. The consultancy starts on the 10th of January and the final report will be delivered to ISF and YOVENCO by 30th of January 2024.
Deliverables of this assignment are the following:
o Research methodology, including data collection tools and suggested interviewees.
o Schedule of the consultancy incl. travelling (timeline).
o Detailed budget.
o Personal resume/CV
Minimum working experience of 7 years in in data handling, analyzing and presentation in a report form.
