1. Background
Action Aid International Somalia (AAIS) is part of a global federation working to end poverty and injustice with thousands of communities and millions of people across the planet guided by its strategy ‘Action for Global Justice’ that ensures coherence, aligning with the poor and excluded people, reasserting women’s rights, strengthening accountability, and building resilience against shocks & hazards. AAIS has been operating in Somalia, implementing integrated programs on women’s rights, humanitarian response, resilience building, food security, and education. AAIS implements several protection programs through its engagement with communities, women, and youth groups, with the goal of empowering them and ensuring safe spaces for them within their communities and providing referral pathways for the survivors of violence.
2. Introduction
ActionAid International Somalia (AAIS) invites applications from qualified and experienced enumerators to be included in its pre-qualified roster for Monitoring, Evaluation, Accountability and Learning (MEAL) activities. The roster will support primary data collection, beneficiary registration, assessments, surveys, and evaluations across the following locations:
The primary objective of this assignment is to recruit and pre-qualify a pool of competent enumerators who can be rapidly deployed to support MEAL-related activities across AAIS programmes. The selected enumerators will contribute to the implementation of high-quality quantitative and qualitative data collection for a wide range of assessments and studies, including baseline, midline and endline evaluations, needs assessments, Knowledge, Attitudes and Practices (KAP) surveys, Post-Distribution Monitoring (PDM), beneficiary verification and registration exercises, monitoring visits, accountability activities, and other research or learning initiatives undertaken by the MEAL Department.
The pre-qualified enumerators will support programme implementation across ActionAid's thematic areas, including Food Security and Livelihoods, Resilience, Climate Change Adaptation, WASH, Health and Nutrition, Child Protection, Gender Equality, Women's Rights, Humanitarian Response, Governance, and Social Accountability. They will be expected to collect accurate, reliable, and timely data in accordance with ActionAid's MEAL standards, research ethics, safeguarding principles, and data protection requirements while maintaining professionalism, impartiality, and confidentiality throughout each assignment.
3. Duties and Responsibilities
· Attend all the required and relevant training sessions and briefings prior to fieldwork.
· Ensure confidentiality, maintenance, and storage of collected data.
· Ensure effective field data collection in line with the methodology, tools, and specific guidelines set as required.
· Accurately collect high-quality and reliable data as instructed.
· Ensure uploading all collected data through phone devices onto the assigned platform/server on time
· Undertake quantitative surveys through using digital data collection platforms, and qualitative assessments such as KIIs, and FGDs following sampling and methodological instructions.
· Visit selected project target communities and conduct Key Informant Interviews (KII) with selected individuals (government, village head, committees, etc.).
· Conduct data collection in hard-to-reach and remote areas, demonstrate adaptability to challenging environments and ensure inclusiveness in survey responses.
· Adapt to flexible working hours, including weekends and holidays, to accommodate the logistical challenges of remote data collection.
· Adhere to all ActionAid’s International safeguarding policies (Child Safeguarding,
PSEA, Anti-Fraud, Code of Conduct).
4. Skills and qualifications
· Relevant educational background (Diploma or Degree) in Social Science, Research, Public Health, Statistics, Development Studies, or equivalent.
· Previous experience in conducting data collection with national or international organizations, private research institutions, or humanitarian agencies (minimum one year).
· Strong experience in qualitative and quantitative data collection.
· Proficiency in mobile data collection platforms such as Kobo Collect and ODK.
· Proficiency in both Somali and English languages, with strong communication and interpersonal skills to interact effectively with diverse communities.
· Willing to travel across regions of Somalia
· Ability to work under pressure and have strong prioritization experience to meet deadlines.
· Basic computer skills (Word, Excel) and data-entry competence.
Enumerators will be selected based on:
· Minimum Degree in a relevant field.
· Demonstrated field-data-collection experience (qualitative & quantitative).
· Experience in conducting KIIs, FGDs, and structured surveys.
· Proficiency in Somali and English.
· Strong communication and interpersonal skills.
· Willingness and ability to travel widely within Somaliland.
· Experience with mobile data-collection tools (ODK/KoBo).
· High level of integrity and adherence to deadlines.
· Good understanding of local context and culture.
· Residence: Additional Selection Criteria (Shortlisting, Written Test & Interview Process)
· After the initial shortlist, candidates will be required to complete a written test. If required, candidates who successfully pass the written test may be invited for an interview to further evaluate communication skills, professionalism, understanding of data-collection protocols, and suitability for fieldwork. Final selection will be based on combined performance from the CV screening, written test, and interview (if required)
6. Scope of work and conditions
Applicants must be current residents of one of the targeted locations (Beledweyne, Jowhar, Mogadishu, Qansaxdheere, Buloburde, or Baidoa) and should have a good understanding of the local context, culture, and geographical area. Preference will be given to candidates who are available for deployment within their area of residence.
Selected applicants will remain in AAIS’s pool of enumerators for two years and work in AAIS’s region of Somalia operational areas. Assignments will be based on project needs, and the duration of active participation in the pool will depend on successful performance in data collection engagements.
