  1. INTRODUCTION

Taakulo Somali Community is commonly known by the acronym “TAAKULO”. TAAKULO is a multifaceted non-governmental, non-profit making, non-political and non-partisan development and humanitarian aid organization established in 2007 and headquartered in Hargeisa, Somaliland, and have regional offices throughout Somaliland, Somalia, and Somali region of Ethiopia.

TAAKULO is a Somali word denoting “helping/aiding”. TAAKULO is dedicated to assisting the disadvantaged people and communities throughout Somalia and Somaliland by engaging in the development and related activities and providing emergency relief assistance, resilience building, facilitating, and promoting local community engagement and programs that emphasize self-reliance with dignity.

TAAKULO Organization was established to assist the Somali community, to whom time has tested their resilience to the tipping point, drought and famine scavenging their livelihood, war and conflict avenging their economy on the other hand. Projects are basically based on the needs of the communities in which they are implemented where the beneficiaries always take part in the planning process. TAAKULO engages in a short and long-term commitment, partnership approach with the beneficiaries in implementing the Projects. The objective is to set up integrated programs i.e. Health, education, Water, Hygiene and Sanitation, Livelihood, Orphan sponsorship program, disability and children with special needs, peacebuilding, improving food security in the country among others.

 

TAAKULO has successfully managed to build a significant relationship with government institutions, UN agencies, International NGOs and grassroots, this cherish the work of TAAKULO in terms of funding, complementarity, knowledge & information sharing.

  1. NEXUS CONSORTIUM

TAAKULO is a member of NEXUS consortium formed by eight pioneering Somali NGOs, that aspires to advance a locally driven agenda for change by building partnerships between communities, civil society and the public and private sectors as well as through the implementation of integrated and sustainable interventions across the triple nexus of humanitarian, peace and development.

 

Nexus platform. NEXUS is a platform for change in response to the contemporary challenges to Somalia and Somaliland (http://nexusom.org/). The main goal of NEXUS Consortium is to transform the humanitarian, development, and peace ecosystem. The consortium, led by eight pioneering Somali NGOs, aspires to advance a locally driven agenda for change by building partnerships between communities, civil society, and the public and private sectors as well as through the implementation of integrated and sustainable interventions across the triple nexus of humanitarian, peace, and development.

 

Nexus was Founded in 2019, Nexus is a paradigm-shifting platform that is now comprised of eight core members: Centre for Peace and Democracy (CPD), Gargaar Relief and Development Organization (GREDO), Horn of Africa Voluntary Youth Committee (HAVOYOCCO), KAALO Aid and Development, Save Somali Women and Children (SSWC), Social-Life and Agriculture Development Organization (SADO), Taakulo Somaliland Community (TAAKULO), and Wajir South Development Association (WASDA).

  1. ABOUT THE PROJECT

 

Actualization of NEXUS Platforms’ Institutional Development and Community Driven Development (CDD) Pillars is a Four-year project funded jointly by Embassy of the Kingdom of The Netherlands and Swiss Development Corporation (SDC) and implemented by NEXUS members with support of Oxfam Somalia/Somaliland. The project was designed to actualize two NEXUS-CDD pillars built in NEXUS perspective of change guide., namely Pillar One: Investing in Institutional Strengthening, and Pillar Two: Community Driven Development with Government and Private Sector Partners.

 

As part of the proposed project Pillar Two, NEXUS will undertake three pilot CDD projects in Jubaland (District), Galmudug (Adado District) and Somaliland (Ceelafweyne District). These are locations where NEXUS members have existing presence. The CDD process and projects will be implemented over the course of 4 years. In this regards TAAKULO received funding from Dutch embassy through OXFAM International to implement a Community-Driven Development (CDD) model that supports community-prioritized interventions to improve livelihoods and build demand and capacity for local level development at community level. NEXUS’ locally-led CDD model is unique in its triple NEXUS approach, integrating humanitarian, development and peacebuilding interventions. The community driven development (CDD) model is an alternative way of providing assistance to the population of Somaliland, putting affected communities at the center by empowering the communities to take the lead role and ensuring quality service delivery. NEXUS embraced the need for better people-centered and well-informed programming. TAAKULO is planning to conduct an assessment on the Political Economy and Social Analysis (PESA) and Gendered Conflict Analysis (GCA) in Ceelafweyne District.

 

The Political Economy and Social Analysis (PESA) aim is to situate development interventions to understand the prevailing political, economic, and social processes in society – specifically, the incentives, relationships, distribution, and contestation of power between different groups and individuals where Gendered Conflict Analysis (GCA) to help identify different needs, capacities, participation and coping strategies; gender-based violence; gender and power dynamics and priorities and opportunities for gender mainstreaming among men, women, girls and boys among the communities in Ceelafweyne district, Somaliland. Gendered Conflict Analysis (GCA) is the second step in the NEXUS’ CDD model process. It is a structured inquiry, with a gender lens, into the causes and potential direction of either past conflicts or present ones. Conducting GCA in NEXUS-CDD is necessitated by the frequent occurrence of the multifaceted inter and intra-clan conflicts and tensions in Somalia/Somaliland, mostly grounded on past revenge killings, misunderstanding on pastureland, and water resources sharing, and territorial claims other factors. Thus the GCA seeks to identify opportunities for managing or resolving current or likely disputes without recourse to violent action. This structured and gendered approach to conflict analysis is essential to identify and examine our assumptions about the causes and nature of the conflict.

 

  1. AIM OF THE ASSIGNMENT:

The aim of this study is to conduct a comprehensive analysis of the political, economic, and security landscape, as well as a gender conflict analysis, in Ceel-Afwayn District, Sanaag region of Somaliland. The findings of this study will provide a nuanced understanding of the drivers of conflict, power dynamics, economic factors, and gender dimensions that contribute to the overall conflict situation. The analysis will serve as a basis for developing strategies to address the implementation of the community Development driven program.

 

  1. OBJECTIVE OF THE ASSIGNMENT:

The purpose of consultancy is to conduct Political Economy and Social Analysis (PESA) and Gender Conflict Analysis (GCA) in Ceelafweyne District.

GENERAL OBJECTIVES

  • To provide technical guidance and support for the Community-Driven Development (CDD) process to ensure efficient and effective implementation of projects that align with community priorities and meet development needs.
  • To highlight the current status, dynamics, actors and structures at play in a community’s political, economic and social spheres of life.

 

PESA Specific Objectives of the study.

  • To identify the critical drivers of change including power structures, formal and informal institutions, and actors or agents that influence CDD projects.
  • To highlight the status, dynamics, actors, and structures at play in a community’s political, economic and social spheres of life

 

GCA Specific Objectives of the study.

  • To identify the different needs, capacities, participation and coping strategies; gender-based violence; gender and power dynamics and priorities and opportunities for gender mainstreaming among men, women, girls and boys among the communities.
  • To provide information about the different needs, capacities, participation and coping strategies of men, women, girls and boys among the communities.
  • To establish information on how gender-based violence acts as a barrier to peace and stability and as an obstacle to women’s participation in state building, peace building processes and mechanisms.
  • To identify priorities and opportunities for gender mainstreaming, gender-based programming and women’s participation in local level peace processes and decision making.
  1. METHODOLOGY:

The consultant will design and implement a suitable methodology to accomplish the objectives of the study. The methodology should include a combination of desk research, quantitative and qualitative data collection, interviews with key stakeholders, focus group discussions, and gender-specific analysis tools. The consultant should ensure the inclusion of diverse voices, especially those of marginalized groups and women, in the data gathering process.

As part of the design, the methodology must be presented and mutually agreed upon before implementation. At a minimum, the methodology must include:

  • A thorough literature review that utilizes up-to-date data and information from credible sources.
  • Consultation with key TAAKULO Somaliland and other key partners to ensure the analysis is designed in a way that will meet required needs.
  • Key informant interviews with a diversity of actors such as governments/local authorities, local community, civil society, international institutions, and the like.
  • Presentation of the PESA/ GCA for a validation workshop and revisions made according to discussions.

PESA: The study will use qualitative data collected from both primary and secondary sources. The data will be robust, verifiable and collected using ethical practices. The consultant will propose a method of analysis and subsequent presentation. The report should be presented in a logical, strategic, reader friendly and simple language.

GCA: The study will use both quantitative and qualitative data collected from both primary and secondary sources. A protocol will be developed and submitted for approval at the national level. The data will be robust, verifiable and collected using ethical practices. The consultant will propose a method of analysis and subsequent presentation. The report should be presented in a logical, strategic, reader friendly and simple language.

 

  1. DELIVERABLES:

The consultant will be responsible for delivering the following:

 

  • Inception report outlining the detailed methodology, data collection instruments, and work plan.
  • Detailed reports on the political, economic, and security analysis, including findings, key drivers, and recommendations.
  • Gender conflict analysis report highlighting gender-specific dimensions and recommendations for gender-responsive interventions.
  • Presentations to stakeholders, including government representatives, NGOs, and civil society, to share the findings and gather feedback.
  • Final consolidated report incorporating feedback received during presentations and responding to any additional queries.

Terms and Conditions:

Code of conduct: TAAKULO Values the safeguarding of the beneficiaries, and it is essential commitment to implement TAAKULO PSEA policy and acceptance of code of conduct include humanitarian principles. TAAKULO Code of Conduct sets out the standards to which all staff and non-staff members must adhere include contractors, short- or long-term consultancy and service providers, the. TAAKULO Code of Conduct sets out the standards to which all staff members must adhere, and the consultant is bound to sign and abide by the TAAKULO Code of Conduct. Therefore, the consultant is bound to sign and abide by the TAAKULO Code of Conduct. A contract will be signed by the consultant before the commencement of the action. The contract will detail terms and conditions of service, aspects of inputs, and deliverables. The Consultant will be expected to treat as private and confidential any information disclosed to her/him or with which she/he may come into contact during her/his service. The Consultant will not, therefore, disclose the same or any particulars thereof to any third party or publish it in any paper without the prior written consent of TAAKULO. Any sensitive information (particularly concerning individual children) should be treated as confidential.

Responsibility for Logistics arrangements and Costs: The consultant will cover for the logistics arrangements and costs; including food, accommodation and local transport and all cost associated with PESA data collection work.

Taxation Provisions: The Consultant shall be responsible for all Taxes arising from the consultancy in line with the local Tax regulations applicable at the TAAKULO contracting office.

Travel requirements: The consultant will cover the travel costs (tickets) and arrange local travel to field sites.

Security requirements: Consultant will comply with standard TAAKULO Security procedures.

 

Intellectual Property: All research data, reports, and deliverables produced during the assignment will solely belong to the Taakulo Organization, and the consultant must not reproduce or distribute them without explicit permission.
