Dear Applicants,

Qatar Red Crescent Society (QRCS) – Somalia Mission is pleased to invite qualified, competent and experienced NGOs, firms, or training institutions to submit proposals for the design and delivery of Small Business Management Training for 122 vulnerable Person across Banadir, Garowe, and Qardho, as part of QRCS’s Livelihood and Early Recovery Intervention.

This assignment forms a key component of QRCS’s commitment to improving economic resilience and enabling sustainable income-generation among conflict- and poverty-affected families.

Background

QRCS is a humanitarian organization established in 1978 and operating in more than 17 countries worldwide. In Somalia, QRCS has been implementing relief, recovery and resilience programs since 2006 in the sectors of Health, WASH, Food Security, and Livelihoods.

Under its 2025 livelihood support initiative, QRCS will provide small business start-up kits and commercial commodities to 122 selected beneficiary Person. To ensure sustainability and self-reliance, QRCS seeks a qualified service provider to deliver a three-day Small Business Management Training in each target location.

Training will cover:
• Business fundamentals
• Financial literacy & record keeping
• Market and supply chain skills
• Business sustainability & risk management
• Practical business planning sessions

Objective of the Assignment

The purpose of this call for proposals is to identify a capable and experienced training provider who will:

• Deliver comprehensive, interactive small business training for 122 women-headed Person
• Apply gender-sensitive, culturally appropriate training methods
• Prepare beneficiaries to successfully manage and sustain micro-enterprises
• Produce high-quality training materials, assessments, and reports
• Coordinate closely with QRCS field teams and local authorities

The selected provider may apply for one or multiple locations:
• Banadir: 50 Person
• Garowe: 50 Person
• Qardho: 22 Person

Required Services

The firm/NGO will be expected to deliver:

  • A 3-days of small business management training (Somali\Arabic languages) in each location (Banadir + Garowe + Qardho)
  • Arrangement of venue, refreshments and meals to participants.
  • Providing all training materials, stationeries (pens, notebooks, flipcharts, handouts, manuals, presentations and exercises) to participants.
  • Conducting Pre- and post-training assessments to participants.
  • Providing of refreshments / meals to participants.
  • A final comprehensive training report with attendance sheets and photos.
  • Issuance and distribution of accredited participation certificates to beneficiaries who successfully complete the training, through a recognized and accredited training center.

Eligibility Requirements

To qualify, applicants must submit:

  1. Company Profile (with training experience and geographic coverage)
  2. Valid Registration Certificate (Federal Government of Somalia)
  3. Valid Tax Compliance Certificate – first quarter 2026
  4. 6-Month Company Bank Statement (full transactions)
  5. Technical Proposal describing methodology, curriculum, and work plan
  6. Financial Proposal (detailed, including logistics, venue, materials)
  7. CVs of Key Trainers and Staff
  8. Proof of past experience in livelihood, business training, or humanitarian economic recovery
  9. Contact details of three references for similar assignments

All documents must be submitted in English.
