Assignment Title: Technical Assistance to Develop a Public Financial Management (PFM) and Domestic Revenue Mobilization (DRM) Curriculum

  1. Background

The Government of the Republic of Somaliland has received funding from the African Development Bank (AfDB) under the Institutional Support for Economic Governance Project (ISEGP) and intends to apply part of the grant to engage a Technical Assistance to Develop a Public Financial Management (PFM) and Domestic Revenue Mobilization (DRM) Curriculum Technical Assistant to support institutional strengthening at the Ministry of Finance and Economic Development.

 

Somaliland Government recognized that domestic revenue might not be sufficient to implement the National development plan due to the inability to borrow from the capital market. Hence,  it sought external assistance from the international community. Scaling up external assistance required greater transparency regarding the structure and organization of government and its planning and budgetary processes and framework.  Therefore, a PFM Reform Strategy has been formulated to improve the government’s capacity and systems to utilize public funds to meet the National Development Plan (NDP) goals and, ultimately, those of Vision 2030.

 

Recently, significant strides have been made in Somaliland domestic resource mobilization, improving the capacity of revenue departments such as Custom and Inland Revenue departments to generate and manage domestic revenue effectively. Key achievements include Training programs (DRM training certificate) that have enhanced the skills of tax officials, while public awareness campaigns have encouraged voluntary compliance among taxpayers.

The primary objectives of developing this curriculum are to:

  • Provide tax officials and professionals with a thorough understanding of Somaliland's tax laws, policies, and administrative procedures.
  • Equip learners with practical skills in tax auditing, compliance assessment, and revenue analysis.
  • Foster a culture of tax compliance and accountability among future taxpayers and tax administrators.
  • Align educational content with ongoing tax reforms to ensure relevance and applicability
  • Equip participants with the knowledge and skills to detect and address non-compliance, tax evasion, and fraud.
  • Standardize tax audit procedures to improve consistency and fairness in audits.
  • Introduce modern tax audit tools, techniques, and technologies.
  • Promote transparency, accountability, and trust in Somaliland’s tax system.
  1. Scope of Work and Key Activities

Scope of Work, Key Activities and Expected Deliverables

The Consultant will undertake the following activities:

  1. Phase 1: Curriculum Development
  • Conduct consultations with stakeholders to identify training needs.
  • Review existing training materials and resources.
  • Develop detailed content for each module.
  • Design training materials, including course book, Bank questions etc
  1. Phase 2: Validation for developed Materials
  • Conduct validation workshops for developed Curriculum
  • Conduct validation workshops for training materials
  • Review Developed curriculum and training material
  • Finalise the developed documents by incorporating stakeholder’s comments and feedback
  1. Phase 3 Delivering Training 
  • Deliver the programme to a select group of participants for feedback.
  • Refine content and methodology based on validation and review results.
  • Implement the training programme across relevant institutions.
  • Provide ongoing support and resources to participants.
  • Assess the effectiveness of the training programme.
  • Collect feedback for continuous improvement
  • Course assessment  and  certifications

 

Experiences and Qualifications

  1. Selection Criteria

Selection shall be based on qualification and experience of the candidate and followed by an interview. The consultant is expected to have relevant skills and qualifications for the position, with particular focus on the following:

  1. Qualifications and Experience:

 

The consultant/ should have:

  • Proven experience in curriculum development for public finance, taxation, or related fields. At least two previous experience related development of PFM or DRM materials;
  • Expertise in facilitating trainings related to Domestic Revenue Mobilization, Customs administration, and Public Financial Management.
  • Familiarity with regional/international standards (e.g., IMF TADAT, PEFA, IPSAS).
  • Experience working with professional institutes or public sector training bodies.
  • Strong understanding of Somaliland’s institutional and economic context (desirable).


Duration of the Assignment: The Technical Assistance to Develop a Public Financial Management (PFM) and Domestic Revenue Mobilization (DRM) Curriculum shall be contracted for an initial 6 months. Additionally, the duty station shall be at the Ministry of Finance, Hargeisa, Somaliland


The Ministry of Financenow invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified and has relevant experience to perform the services. The interested individual consultant must provide the following information (namely detailed CV, academic and professional qualifications, copies of academic certificates, and description of similar assignments, experience in similar conditions Somalia/Sub-Saharan Africa etc.)

ELIGIBILITY CRITERIA,establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy for Bank Group Funded Operations dated October 2015 which is available on the Bank’s website at http://www.afdb.org and is open to all qualified Consultants. The individual consultant will be selected based on relevant experience, qualifications, and capability to carry out the assignment.
